| Outskirts of Muzaffarabad haven for ultras | | Lashkar jihadis preparing themselves to enter J&K | | B L KAK NEW DELHI | OCT 10 The Union Home Ministry has received fresh inputs making it clear that operational bases of jihadis belonging to Lashkar-e-Toiba (LeT) and Harkat-ul-Mujahiden (HuM) are humming with activity in Pakistan occupied Kashmir (PoK). These bases are located on the outskirts of Muzaffarabad across Uri sector in Kashmir Valley. Groups of infiltrators have chosen unaffected locations close to the Line of Control (LoC) for sneaking into the Indian territory. The Home Ministry has once again confirmed what it terms as “a spurt in the activity” of the Lashkar-e-Toiba operatives and activists in Jammu and Kashmir. Pakistan occupied Kashmir has been high on the agenda of LeT. According to intelligence reports, militant groups have already started re-establishing training camps in the same area of Kashmir and NWFP (North West Frontier Province) that has been hit hardest by the October 2005 earthquake. A recent radio intercept, which was meant for the Lashkar-e-Toiba (LeT) cadres in Jammu and Kashmir, conveyed clear instructions calling for lightning raids on Indian security establishments and convoys of defence personnel. More ominous than this was the message conveyed through the second radio telephony: “Hum yeh zaroori samajhtay hai ki hum aap ko apnay naye faislay sey aaga kardein jo Bharati sarkar kayKashmiri peace process kay sakht khilaf ha. Hamaray chief ka firman hai ki aap loaf aik doosray kaa haath pakad kar apnay hathiyaron kaa sahi istimal karay charoon aur aag hi aag laga dey (we deem it necessary to apprise you of our new decisionwhich is totally against the Indian government’s peace process in Kashmir. Our chief’s firman for you people is to proceed together and make proper use of your weapons and set things on fire everywhere)”. Areas identified for the recommended fidayeen strikes are located in the districts of Srinagar, Baramulla and Kupwara in the Kashmir Valley and in the districts of Poonch and Rajouri in Jammu region. A series of terrorist incidents in the State so far have established the fact that fidayeen are armed with highly sophisticated bombs and improvised explosive devices (IEDs). And they possess skills to penetrate heavily guarded establishments and lay siege to fortified security forces’ camps. Ministries of Defence and Home Affairs are said to be in receipt of evidence vis-à-vis ‘determination’ on part of armed militants, or suicide squads, to intensify their attacks on the Army and paramilitary forces posts as well as on the police officers. And if the radio intercepts were any indication, the militants would make excessive use of mortars and grenades for this purpose. At a time when the Jammu and Kashmir Chief Minister, Ghulam Nabi Azad, is keen on resumption of peace talks between New Delhi and Kashmiri Hurriyat leaders, anti-India hard-liners appear unwilling to encourage pro-peace moves. Intelligence inputs available with the government specifically talk about the “growing possibility” of the jehadis intensifying their moves against the Army and paramilitary personnel in Srinagar, Beerwa, Baramulla, Kupwara, Anantnag, Pulwama and Qazigund areas in Kashmir Valley and in Udhampur, Doda, Kishtwar, Poonch and Rajouri sectors in Jammu province. According to knowledgeable sources, the Intelligence Bureau (IB) and Military Intelligence (MI) have also, in their respective assessment notes, forecast that terrorist outfits, vehemently opposing Delhi’s peace initiatives in J&K, will indulge in highly disturbing activities in different parts of the State. Unidentified jehadis have also plans to target ammunition depots in various areas of the country, including J&K. ==================
