Govt to engage external consultants for monitoring dev projects

Udhampur, Feb 3: Chief Minister Omar Abdullah today said that the government has decided to engage external Consultants for monitoring of bigger and smaller projects being executed in the state. The smaller projects would be monitored by the Consultancy Wing of NABARD called NABCONS. For the purpose, he exhorted upon the executing agencies, entrusted with the task of executing various projects, to extend their full cooperation to the Consultancy to verify the on going projects.
Further stressing judicious and timely utilization of funds and execution of works with transparency, Omar Abdullah called for achieving optimum results in developmental scenario within stipulated time frame, with a focus to ensure completion of works within the available working period of the current fiscal.
The Chief Minister was addressing separate meetings of District Development Boards (DDB), Udhampur and Ramban district, held to review the physical and financial progress registered under different sectors in the district, ending January 2010, here today.
Expressing his satisfaction over 71 percent and 69.7 percent utilization of plan funds of Udhampur and Ramban districts respectively for ending January 2010, the Chief Minister called for sincere and honest efforts for achieving result oriented progress on ground, both physically and financially, without making any compromise on the quality of works. He advised the officers to redouble efforts and expedite work on various projects and implementation of various welfare programmes within the available two months of the current financial year.
“I do not want expenditure to be booked for the sake of expenditure. Expenditure should reflect in the work on the ground”, the Chief Minister said, emphasizing the need for close monitoring of various projects and schemes, which should duly be reflected in the progress reports.
The Chief Minister also asked the DDC Udhampur to submit status report on the development of Dabbar Park besides examining the feasibility for construction of Mini-Secretariat in Udhampur town. He also directed the Superintending Engineer, PWD, Udhampur to work out the possibility of construction of a road link from Lander area with Sawlakote Hydel project.
Addressing the meeting at Ramban, Omar Abdullah exhorted upon the District Administration to work with zeal and dedication to percolate down the benefits of development to the people living in hilly and far-flung areas of the State. He said Government is alive to the problems and hardships being faced by the people in remote areas and asked the district officers to mitigate their sufferings.
The Chief Minister asked the district officers to execute the ongoing works in core developmental sectors like health, PHE, education etc. on an accelerated pace to achieve cent percent completion within the stipulated time.
Omar emphasized the need for formulating Master Plans for every town and called for its strict adherence to maintain the lay out and grandeur of the urban areas. He asked the Town Planning Department to prepare on urgent basis, Master plans for areas were it has not been formulated so far.
