Between heath-n-booty! Is polythene ban still in tact?

Jammu, Feb 4: Campaign aimed at making Jammu clean by banning use of plastic bags is fast losing sheen on ground. After remaining off the shelves for a marginally small period of time plastic bags, banned by the state government have once again staged a come back with élan right under the nose of sleeping concerned authorities in Jammu.
Not only sale of plastic bags is going on unabatedly but its production units shut for some time on the directions of state government have started production on full scale after allegedly greasing palms of the concerned authorities.
Hype created by those determined to impose ban strictly are no where to be seen now and are resting in cozy corners of their office chambers inside tall JMC office complex. For the general masses the plastic bags never went out of sight except for few days in the beginning. Tall claims made by the law makers and those who were deployed on the
ground for enforcement of the same are hiding some where and gathering the courage to face the environment, who wanted to support the clean Jammu drive and were bent against use of plastic bags initially.
Alas! Drive kick started has failed to take off in the very beginning. To befool the masses special inspection visits were conducted across market places and special drives were conducted to educate the masses against the use of plastic bags. For some time defaulters were booked and penalized the ban violators but after a small break every thing is just normal once again and no one is willing to bell the cat even as these plastic bag manufacturing units have doubled their production to make up for the loss. All those circulars and notices issued by the law enforcement agencies have started gathering dust in their files as they have not served any purpose. Almost all the 50 manufacturing units have once again set up their supplies and are feeding whole sale and retrial markets without inviting any penalty from the right quarters.
To witness the bizarre scenes created simply drop in at any of the busy market or shopping plaza, food joint, supervision story, vegetable market, books store, plastic bags can be found every where and shoppers can be seen flaunting these poisonous accessories to make a style statement. It is any body's guess that how and why the ban imposed in first phase has not been implemented by the officers at the helm of affairs or they have simply decided to shut their eyes for some special consideration and bounties from the market forces to stay quiet and let the city of temples suffer on its own for remaining a mute spectator and ignoring prestigious health issues
