DyCM smells fish, “raids” JDA

Jammu, Feb 8:
Following serious complaints of large-scale bungling in Jammu Development Authority (JDA), Deputy Chief Minister Tara Chand today conducted surprise visit at JDA office in Bahu Plaza Complex, and is learnt to have detected multi-crore scam pertaining to land allotments over the years.
Accompanied by Commissioner Secretary, Housing and Urban Development, Suresh Kumar, Deputy Chief Minister Tara Chand reached JDA office at about 1:00 pm and summoned all the record files of allotment of plots of lands to the people.
“However”, well placed sources revealed to Early Times, “not even a single was properly maintained. In certain cases, the files did not carry the names of allottees while in certain cases, there was no file number in the records, thereby keeping an open space for disgruntled elements to connive with vested interests to seek favours.”
Taking a serious note of the existing system prevailing in JDA, Deputy Chief Minister Tara Chand and Commissioner Secretary, Suresh Kumar sought to know from the officials concerned of JDA if any inventory pertaining to the assets including total land and its location in different parts of state has been prepared.
“To their utter dismay, it came to light that process in that regard has not yet initiated. Furthermore, demarcation of plots of land of different sizes is different from the physical verification than the official records,” revealed sources further adding that “even the posh locality like Trikuta Nagar and 14 other localities developed by JDA contains a similar sorry figure, which leads to land dispute and litigation adding more to sufferings of common man.”
However, Vice-Chairman, JDA, G A Qureshi informed Deputy Chief Minister that “ever since JDA came into existence, the working is continuing on the same pattern. He also cleared that not even in a single plot of land has been allotted to any individual during his tenure and ‘mismanagement’ has been done by his predecessors over the years.”
Qureshi further gave a detailed account of new measures adopted by JDA to make foolproof arrangement. He informed that process is on for computerization of the entire record.
Tara Chand gave on-the-spot directions to Commissioner Secretary, Housing and Urban Development Suresh Kumar to make a regular visit in JDA and recommend what new measures can be adopted for streamlining the working and making it more accountable and transparent. He further directed Vice Chairman, JDA for completion of all the records, and computerizing these at earliest. He directed for identifying the encroachments of JDA land and, if any, removing these on immediate basis. He added that no violation of Master Plan will be tolerated.
