Govt contemplating Kandi Development Programme: Omar
Kathua, Samba register over 75% expenditure of plan funds

JAMMU, Feb 11: Chief Minister Omar Abdullah today said that the Government is contemplating to launch a comprehensive Kandi Development Programme to ensure holistic development of Kandi areas, spread all over the State.
“There is a need to work out an integrated development plan for Kandi areas to ensure upgradation of basic amenities on fast track”, he said, adding that the Planning and Development Department has been directed to come up with an effective and feasible plan to this effect.
The Chief Minister was reviewing the District Plans of Kathua and Samba districts at the separately held District Development Board meetings at Kathua and Samba today.
The meetings were attended by the Deputy Chief Minister, Tara Chand, Minister for Tourism, Nawang Rigzin Jora, who are also the chairmen of Samba and Kathua DDBs respectively, Ministers, Political Advisor to the Chief Minister, Parliament Members, Kathua-Udhampur, Legislators, Presidents of Urban Local Bodies, senior officers and District Development Commissioners.
Laying stress on the effective monitoring of works, the Chief Minister said that the Government would not compromise on the quality of work. “While officers have to endeavour for 100 per cent completion of fiscal targets on the ground, they have to strictly ensure the quality of work”, he emphasized.
Omar asked the officers to dovetail NREGA works with other ongoing schemes to ensure integrated development of the area.
The Chief Minister said that he will arrange the funds for the past liabilities created in the districts subject to the certificates, given by the District Development Commissioners that the works physically existed on the ground, the correctness of expenditure incurred, payment having not been made under any other head and the justification report of the circumstances leading to the creation of liabilities.
He also announced additionalities for both the districts in the sectors of R&B, PHE, sports, irrigation etc.
The DDC Kathua, Sanjeev Verma and DDC Samba, Sourabh Bhagat presented the resumes of the achievements made in their respective districts.
The Chief Minister inaugurated the main block of District Hospital at Kathua, constructed at a cost of Rs.12 crore, which forms a part of the Rs.25 crore mega project of District Hospital under execution presently. An amount of Rs 16 crore has been incurred on the project so far.
