| Omar's statement on PoK youths can't be faulted: Soz | | | EARLY TIMES REPORT JAMMU, Feb 11: The ghost of factionalism seems to have again started hunting the State unit of Congress with Jammu and Kashmir Pradesh Congress chief Saifuddin Soz today came out openly in support of Chief Minister Omar Abdullah’s proposal for a surrender policy for youths who had gone to Pakistan-occupied Kashmir (PoK) and welcomed the Centre's backing for such a move. “Omar Abdullah's statement cannot be faulted. Recent statements from certain quarters have particularly raised questions on safeguards. This concern is justified, but, then, Government of India has already set in place instrumentality for necessary safeguards and precautions,” he said in a statement here. Union Minister for Health and former Chief Minister of the State, Ghulam Nabi Azad, who is supposed to be opponent of Soz, had questioned the Chief Minister Omar Abdullah proposal of surrender policy for militant which would facilitate the return of almost 11,000 Kashmiri men trained in terrorist camps in PoK. Azad had contented that who would guarantee that the men don't reengage themselves in terror activities. Omar had also shot back at the Azad saying “It’s a matter between us (the state government) and the Union Home Ministry and not the Union Health Ministry.”The JKPCC chief said, “We must also understand that various reports or suggestions do not constitute a final word for Government of India which will always go by its own perception and requirement.” He said that such kinds of suggestions and propositions were made by several experts in the past and these are already under consideration of the Government of India. “The Round Table Conferences (RTCs) that were instituted by the Prime Minister, Dr Manmohan Singh did churn out suggestions that have engaged attention of the Government of India over a period of time,” he maintained. He said that the Hamid Ansari Committee, Vice President, had made particular reference to this problem and made the recommendations which includes a definite policy/package for rehabilitation is required so as to discourage any reverting back to militancy and persons who have foresworn militancy and wish to join the mainstream should be treated with dignity and a conscious effort made to prevent undignified treatment being accorded to them.
