| Amnesty offer for militants: NC, PDP, CPI in fray to claim credit | | | ARTEEV SHARMA EARLY TIMES REPORT JAMMU, Feb 13
The surrender policy theory before actually getting manifested into a practicality, besides inviting social ire from the soils of Jammu, has started to gather political fury of the dissent parties which are trying hard for an opinion in valley for them being the pioneers to have mooted the idea. Stunned by the endorsement of the Union Home Minister P Chidambaram over the proposal mooted by Jammu and Kashmir Chief Minister Omar Abdullah for an general amnesty to PoK militants, PDP as well as well as a faction of disgruntled groups has started maneuvering their respective machinery to spread a public opinion vis-à-vis surrender policy being forwarded by them quite long back. Mehbooba Mufti, Peoples Democratic Party (PDP), apparently very critical over such arrangement all likely to see the light of the day in State is feeling sour over having lost over the battle of wits to keep her party’s vote bank integral. And then, such a big move of surrender policy of militants quite perceptible of extending a goodwill sympathy to the ruling coalition adding to an excellent swell up into its vote bank from valley would definitely harm the opposition in PDP that too has only chosen “agenda” of appeasement of militants and separatists as their vote encashment policy. Though the policy mooted comes from NC-Cong coalition in state and endorsed by the Congressman P Chidambaram from the Centre, Congress in Jammu and Kashmir supported on the Azad faction, too, is being heavily cheated on the account. The other day though Azad’s retaliation to Omar’s move to implement rehabilitation of militants caught the banner lines of the media, the buoy fizzled instantly with the version of P Chidambaram’s endorsement of the same that must have caught the anti-Soz legion on the wrong foot. However, what may be the generation from the small time politicking of Azad and Soz factionalistion on the state forum, the dice favourably loaded for militants here by the state and entire is all set for the big game. Since the endorsement of Chidambaram to his young fellow in J&K’s proposal for general amnesty to those Kashmiri boys, who had crossed over to Pakistan occupied Kashmir for arms training and willing to return to the valley, both National Conference and Peoples Democratic Party (PDP) having base in Kashmir Valley have started claiming credit for having floated the idea. If the NC leadership wants Omar to take credit for it, the opposition has been blaming the Chief Minister for “hijacking” its idea conceived by former Chief Minister, Mufti Mohammad Sayeed about five years back. Even lone MLA of Communist Party of India (Marxist), M Y Tarigami has joined the fray claiming he had floated proposal in State Assembly in 2005. “I had move a private members’ resolution in the Legislative Assembly in 2005 when I had urged the Government of India to facilitate the return of those youth who have crossed to other side of LoC during the turmoil,” he said. A senior PDP leader, Nizam-ud-Din Bhat, said that when the Chief Minister, Omar Abdullah, raised the issue the idea was already there as it had been floated by Mufti Mohammad Sayeed. Yesterday, two ministers in ruling coalition government, Minister of State (MoS) for Tourism, Nasir Aslam Wani and MoS for Health Javed Ahmed yesterday at Srinagar had welcomed the Chief Minister for mooting the proposal for general amnesty to Kashmiri militants.
