| PC arrives on Feb 17 to discuss "cross-border surrender policy" | | | Early Times Report JAMMU, Feb 13: To translate into a scheme the idea of offering amnesty to Kashmiri militants in Pakistan occupied Kashmir (PoK) for their return to the state, home minister PChidambaram is scheduled to arrive here on February 17 to chairUnified Command meet. Apart from reviewing security situation in the state and plansfor modernisation of police, he would discuss the amenstypolicy in the meet, according to official sources.The idea was floated by Omar Abdullah in chief ministers' conference on internal security in New Delhi last Sunday. The Centre had promptly accepted it, saying: "The idea that any Indian national who had crossed over to PoK and wishes to return home is certainly welcome provided he gives up militancy." The idea was accepted and it must now be translated into a scheme, the home minister had remarked. Chidambaram said the return could be facilitated through a scheme which would entail identification, screening, travel,debriefing, rehabilitation and reintegration. As some agencies had already made apprehensions that they could come here to create trouble, sources said in the unified command meet, Chidambaram would also touch this point.Thousands of Kashmiri Muslims had crossed over to PoK from 1989 onwards to join militant ranks. Though several of them had infiltrated into the state, many others were still there. Many had married PoK girls and settled there permanently. Sources said nearly 1,000 of them had conveyed their desire to return home through different channels. Apprehensions were also that Pakistan could use the occasion as a cover to push foreign militants into India. After the unified command meet, police and security agencies would be engaged in preparing a data as regards the youth who had gone to PoK for arms training. Security agencies are, however, baffled. They have a genuine question: How would they come to know that the youth wishing to return were the same who had gone to PoK to become militants?
