| Elements active in derailing peace process and CBM | | | Barely 10 days before the ensuing Foreign secretary level talks,to be held in Delhi on February 25,activists of Lashkar-i-Toiba have struck Pune in which over 10 people were killed and 45 wounded during the late evening of Saturday.It was a repeat performance,though on a low scale,of the terrorist strike in Mumbai in 2008.While the 26/11 strike forced India to suspend the composite dialogue, the one on Saturday at Pune's German Bakery is likely to cast a shadow on the Foreign secretary level talks. Intelligence reports say that the blast took place close to the site which had been recced by the 26/11 suspect,David Coleman Headley.It is believed that Headley may have passed on the information about the area to Pakistan based Lashkar activists.It was after great drama and coaxing that Delhi had accepted Islamabad's repeated pleas for the resumption of the stalled composite dialogue.Delhi had,instead of going for the resumption of the composite dialogue,opted for a foreign secretary level talks.Though the two sides have yet to decide on the agenda which could be discussed during the talks,Islamabad had been insisting that all issues be discussed in the parleys.The Saturday blast has given a handle to Delhi to first decide whether to resume the foreign secretary level talks with Islamabad or not and if the meeting schedule was not altered India may insist to discussing only terror during the talks.Well if Delhi insists on debating only terror the Saturday incident in Pune has fortified its position.During the last over one year Delhi had been repeatedly asking Islamabad to intiate strict measures against terror groups using Pakistani soil for exporting terrorism to India,including to Jammu and Kashmir.During this period the steps taken by Islamabad,including military operations against the Talibans in the Swat valley and in south Waziristan,had not satisfied Delhi.Delhi wanted more and Islamabad favoured measured operations against the terrorists.Now that Delhi had reconciled with whatever measures Islamabad had taken against the terrorists,including action against those involved in Mumbai strikes, the Pune attack may force India to develop cold feet over the foreign secretary level talks.Reports indicate that there were agencies across the LOC and within India that were opposed to the resumption of the India-Pakistan dialogue.It is an admitted fact that bilateral talks have the potential of easing tension between the two countries but these agencies are not interested in seeing peace returning to India and to Jammu and Kashmir state.Whatever happened at Pune has happened,in different forms,in the past too.There have been incidents of violence whenever the two sides initiate measures for getting closer.Terrorist do strike whenever Indian leaders visit Pakistan or those from Islamnabad visit Delhi. The Pune blast has kicked up one main question.Should Indian go ahead with the proposed foreign secretary level talks ?Yes,Delhi should not suspend these talks because if Delhi and Islamabad fail to come to the negotiating table it would mean terrorists |
