| Private schools, ETT institutes express concern over political interference | | ‘All in not well in Education Department’ | |
EARLY TIMES REPORT JAMMU, Feb 16: Jammu Private Schools and ETT Institutes Association (Progressive) has described the claims of Education Department as “baseless” and suggested that mere glorification of department through advertisements is never going to work for streamlining the functioning in the department. Addressing media persons here today, Deep Singh, president of the Association alleged that mere public statements and advertisements of the state rulers claiming the conquering of the “so-called” new horizons are not sufficient to achieve the real goals. He also accused the political stratum in the State of interfering in the functioning of Jammu and Kashmir Board of School Education (BOSE). Highlighting the failures of both School Education and Higher Education Ministries, he alleged that the ruling dispensation failed in drafting an effective education policy till date and unplanned opening and up gradation of the Government institutions merely for consolidation of their vote banks have yielded no results so far. “Non effective coordination between Government, colleges, institutions and the Universities is hampering the working of the institutions in a big way,” he said, adding that weak monitoring over the Universities working causing unrest among the student community due to “inefficient” working of Department of Distance Education. He further alleged that the government has failed to check the different unauthorized study centers functioning in the state. Deep Singh said that the government officials has indulged in corrupt practices during monitoring of the private institutions running training courses like B.Ed and Elementary Teacher Training and the issues like mass copying in B.Ed exams and leakage of question papers of ETT course has taken in casual manner by the Government. He criticized the Government for its “non-serious” attitude for not framing the Rules of J&K Board Act-1975 to govern the prestigious institution of the state. He also blamed that the Chairman and Secretary of Jammu and Kashmir State Board of School Education come under the influence of the Ministry which hampered the effective working of the department. He flayed the procedures for renewal and proceeding in NOCs of JK Board’s affiliated ETT institutes where Board is having a legal authority to withdraw its affiliation were totally meaningless. He also strongly rejected the demand of some groups for declaring the two year ETT course as mandatory for government school teachers till its meaningful projection as per norms is strictly maintained.
