| Justice Kakru named CJ of AP High Court | | | ABID SHAH NEW DELHI, FEB 16: Justice Nisar Ahamd Kakru has been appointed Chief Justice of Andhra Pradesh High Court. Until now a judge of Jammu and Kashmir High Court, Justice Kakru’s appointment would take effect from the day he joins Andhra Pradesh High Court. The possibility of his elevation to the post of Chief Justice in a Southern State was indicated by a report in Early Times published as early as November 30, 2009. Today Union Law Ministry issued a Press note which said, “in exercise of the powers conferred by clause (1) of article 217 of the Constitution of India, the President is pleased to appoint Mr Justice Nisar Ahmad Kakru, Judge of the Jammu & Kashmir High Court, to be the Chief Justice of the Andhra Pradesh High Court with effect from the date he assumes charge of his office.” Earlier, Union Government had appointed Andhra Pradesh High Court Chief Justice as Bombay High Court Chief Justice. The move to appoint more judges to High Courts and fill the vacancies in various courts took a spurt when in November last year Supreme Court Chief Justice KG Balakrishnan criticised the Government about staggering number of cases piling up in High Courts because of the lack of adequate number of judges. He pointed out to the vacancies in High Courts and delay in appointment and promotion of judges. Early Times had reported these remarks of the Chief Justice of India in his Law Day address here along with the possibility of Justice Kakru’s promotion as Chief Justice of a High Court in a Southern State which turned out to be true on Tuesday with Justice Kakru’s appointment as Chief Justice of Andhra Pradesh High Court.
