Experts caution on more troop cut in JK

Jammu, Feb 16: Security experts today welcomed the Centre's move to reduce troops from Jammu and Kashmir and hand over internal security duty to state police but said manpower of the law keepers should be bolstered and specialised training provided before giving them the responsibility.
"The move to hand over the internal security duty to police is the need of the hour. Internal security is always the job of police. Army and other security forces are for external duty," security expert on J&K and former DGP T R Kalra said at a function here.
While highlighting that militancy is down and peace is returning to the state, Kalra said, "You should not leave any gap due to troops decrease and should be supplemented by police so that militants do not getting breathing space."
Welcoming the Centre's move, another security expert former DGP M M Khajuria said, "Raise more battalions, give specialised training, arm policemen with modern weapons and then hand them over the job in a phased manner.
"It should not be in one go, as police need requisite strength to match with depletion in the level of other forces involved in the internal security duty."
Defence Minister A K Antony, who chaired the Unified Command meeting here last month, had said police would be given internal security duty in Jammu and Kashmir.
"Time has now come for state police to be given greater responsibility, particularly in major towns in tackling the threat for terrorism in the state," Antony said in presence of Chief Minister Omar Abdullah.
