PC applies no mind before declaration: Bhim Singh
Amnesty for Kashmiri militants
2/18/2010 10:42:52 PM

EARLY TIMES REPORT
JAMMU, Feb 18

Castigating the statement of Union Home Minister, P Chidambaram on surrender policy, Jammu and Kashmir National Panthers Party (JKNPP) today said that it amounts to grave security threat to the entire country.
The party also alleged that the Union Home Minister has made declaration without application of mind and understanding of ground realities prevailing in Jammu and Kashmir since Accession of the State in 1947.
P Chidambaram, during his visit to Jammu yesterday, had asked the state government to formulate the action plan for granting general amnesty to those youth who had crossed over to Pakistan occupied Kashmir (PoK) for arms training.
In a press statement issued here today, Bhim Singh, chairman NPP said that the “neo-policy” of the Union Home Minister to bring back nearly 20,000 militants to Jammu and Kashmir and spend from the state exchequer nearly Rs.100 millions to rehabilitate them was “highly prejudicial” and “threatening to the national security.”
The Panthers Party leader asked Chidambaram to give general Amnesty to Kashmiri boys in Jammu and Kashmir and other prisons in the country who have been detained “illegally” for the pleasure of the ruling clique in the State. “The Union Home Minister should first re-settle and rehabilitate nearly half a million of Kashmiri Pandits in the Valley and those who migrated from hilly areas of Jammu province during Kargil war,” he suggested.
He also demanded rehabilitation with social, political and economic rights of nearly 75,000 of refugees. “The Union Home Minister should provide comprehensive settlement and rehabilitation of nearly one million migrants from PoK who were forced to leave their motherland in 1947,” he said.
Bhim Singh urged the Prime Minister, Manmohan Singh to convene the meeting of the political representatives of the State without delay lest the situation blows out of proportion.
