| Harsh to move bill for Minister’s qualification | | | EARLY TIMES REPORT JAMMU, Feb 18 Jammu Kashmir National Panthers Party (JKNPP) former Minister and MLA Harsh Dev Singh has sought fixation of minimum qualification as a pre-requisite to become a minister in the state and has urged upon all political parties and legislators to support his bill on the subject. He said that the bill mooted by him in this regard for discussion and adoption in the house has been entertained by the assembly secretariat as Bill No 38 to be moved during the current budget session. Giving further details, Harsh Dev Singh said that the proposed bill seeks to amend Sections 36 and 38 of the state constitution which lays down the eligibility criteria and the procedure for appointment as a minister or a deputy minister but does not specify in clear terms the educational qualification to be possessed by a prospective incumbent with the result that the office of ministers could be occupied by an illiterate person as well to the detriment of the state and the general public. The statement of objects and reasons in terms of Rule 65 of the Rules of procedure as appended to the said bill states that “Minimum qualification has been prescribed for even the lowest of the government functionaries. The relevant laws provide a bare minimum of educational qualification even for the job of a peon or a chowkidar. It is ironical, however, that no educational qualification has been prescribed for those occupying the highest offices in the state.” The constitution laying down the eligibility criteria for appointment as a minister is silent on the qualification issue with the result that the said positions are often occupied by those who are uneducated and hardly have any perception and comprehension about the functioning of the government. Lack of education becomes the greatest handicap and a stumbling block in the effective discharge of their duties and functions, said Harsh Dev Such ministers naturally face problems in understanding and appreciating the policies and programmes of the departments under their control, he added
