| Cabinet okays Azad’s plan to train 5,000 more specialist doctors a year | | | ABID SHAH NEW DELHI, FEB 18: A day after Union Health and Family Welfare Minister Ghulam Nabi Azad asserted before a parliamentary consultative committee for his Ministry that about 5,000 more specialist doctors would soon come out every year from State run medical colleges as per his plan, the Cabinet Committee on Economic Affairs in its meeting held here today has approved a staggering Rs 1,350 crore for upgrading postgraduate medical education by these medical colleges. Announcing this, a Government spokesman said “the CCEA today approved a proposal from Ministry of Health and Family Welfare on strengthening and upgradation of State Government Medical Colleges for starting new Post Graduate disciplines and increasing PG seats by central funding during XI Plan period.” As per the proposal approved today by CCEA, the State Government medical colleges would be given from a Centre’s grant of Rs 1,350 crore under a new Centrally Sponsored Scheme (CSS). The funding pattern would warrant 75 percent to be met by Central Government and 25 percent by State Government for starting new Post Graduate disciplines and increasing PG seats. The release of funds under the scheme would be made conditional upon States committing to incur necessary recurring expenditure for maintaining the facilities created under the scheme after XI Plan period. These funds would be disbursed directly to the Head of the Institute in two installments. The State Government would undertake to refund the funds if the stipulated increase in PG seats/starting PG disciplines do not fructify within the prescribed period. The proposal including quantum of funding would be decided by an Empowered Committee to be constituted under the Chairmanship of Union Health Secretary. The approval is expected to result in an additional 5,000 seats in PG courses in 148 State Government Medical colleges in pre and Para clinical disciplines like Anatomy, Microbiology, Physiology, Pharmacolog , Bio-chemistry, Forensic Medicine, Community Medicine and certain clinical disciplines like Obstetrics & Gynecology, Pediatrics, Anesthesiology, General Medicine and General Surgery etc. The scheme is intended to augment and strengthen the existing public health delivery system.
