Nilekani makes quiet Jammu trip

Jammu, Feb 19: Signaling his keen interest in early roll out of Unique Identity Project in Jammu and Kashmir, though not covered under pilot states, the chairman of Unique Identification Authority of India (UIDAI) Nandan Nilekani today made quiet trip to the winter capital and discussed contours of project with Chief Minister Omar Abdullah and other key people to be involved in its execution.
Jammu and Kashmir is not a part of ten pilot states where the unique identity project is underway in first phases to roll out the first batch of numbers anytime later this year but still the UIDAI and the state government are taking steps forward towards its launch. On January 16 the government announced a high level seven-member committee headed by Chief Minister Omar Abdullah to guide implementation of the project.
It was in this backdrop that UIDAI Chairman Nanden Nilekani today visited Jammu and gave an overview of the project to the Chief Minister and other officials who are to be involved in its implementation. The programme in each state has to be carried out by the Department of e-governance, which is likely to identify two districts, one urban and one rural, to gather the databases and check their compatibility in the first phase.
While introducing the project, Mr. Nilekani Chairman UID Project said that this unique number will be based on self data to be provided by each person and his/her bio-metrics like ten finger prints, eyes scan and facial features will be stored in a data base and any person seeking any kind of services will have to prove his identity through these bio-metrics to avoid any duplication of identification.
Nilekani said that this ambitious project, covering entire population, will have the largest database of hundreds millions of people which will have a response time of merely five seconds to authenticate the identity of a particular individual. This number will work as the identity number of the individual which shall be either learnt by him or inscribed on his wrist which when entered in UID enabled system shall replicate his identity.
Chief Minister assured him of government’s full cooperation to the UIDAI for the implementation of this UID project, which shall enable the citizens of the State to have easy access to public services. He also said that a committee will be constituted to work on this project, adding that the Permanent Resident Certificates (PRCs) will also contain this unique identification number to make them more informative.
