Security forces told not to lower guard

Security forces, operating in Jammu and Kashmir, have been asked not to lower guard even in the face of decline in the incidents of militancy-related violence during the last one year.

Official sources said that police and paramilitary forces, besides the troops, have been directed to continue to launch operations against the militants only after receipt of specific information so that their hideouts were destroyed.

These instructions have been issued after the top functionaries in the Government and in the Army have realised that as a result of offensive launched by the security forces the level of militancy-related incidents had come down by over 30 per cent during the last one year. Official sources said that during the 2009 year 499 incidents of militancy-related violence were registered against 708 in 2008 and 1092 in 2007. During these operations, 239 militants were killed and 187 arrested.

According to the official sources, the Government is worried over the rise in the rate of infiltration bids made by the militants during the last over one year.They said that during the last three months militants,camping across the LOC and the International Border have made repeated attempts at sneaking into Jammu and Kashmir.More than 80 per cent ingress bids were foild but despite strict patrolling on the border and the tall fence groups of militants have managed to cross into Jammu and Kashmir.It is on the basis of these reports that the security forces have been directed to strengthen the surveillance and intensify operations against militants who have established new bases in various areas of the state.

Government functionaries said that the success against militants by way of eliminating more than 20 field commanders of Lashkar-I-Toiba and Hizbul Mujahideen has been the result of perfect coordination between various wings of the security agencies,including the Army. In addition to this the state, the central and the military intelligence agencies had pooled their resources and services for collecting specific information about the plans and hideouts of militants which helped the security forces to launch successful operations against them.

In addition to this troops guarding the entire India-Pakistan border have been told to be firm while initiating measures against the infiltrators. The troops have been told to open fire once they sport movement on the LOC or the International Border.The troops have been told to strengthen the security grid on the LOC as with the advent of the Spring season militants may concentrate on the border belts in Poonch, Rajouri,Kupwara, keran,Tangdhar, Gurez and Machel for infiltrating into Jammu and Kashmir. During the winter months, they had concentrated on the 187-km long International Border between Akhnoor and Kathua. As such next three months were going to be crucial for the state and if during this period security forces launched major operations against the militants hiding within the state and the troops prevented ingress of militants the security scenario could further improve.
