| Those with more than two children be disqualified from contesting poll:Harsh | | | Early Times Report Jammu, Feb 28 :Will the Panthers Party leader,Harsh Dev Singh,be able to secure support of a two-third majority of the Assembly members to his bill seeking amendment to the state constitution so that those having more than two children were debarred from contesting the Assembly poll ?Indications are that the Bill may not get the required support because a large section of the members of the Assembly have more than three children. Harsh Dev today said "chairty needs to begin from home and we should initiate firm measures for checking population explosion."He said the centre and the state continued to spend several hundred crores of rupees on popularising family welfare programme but its result has been,so far,on a limited scale. said on one hand the Government has been harping on "Hum Do Hamare Do"on the other it has taken no step to ensure birth control with the result Jammu and Kashmir state too has witnessed population explosion during the last three decades which has been confirmed by the census reports. Harsh said that despite liberal financial assistance from the centre the state of Jammu and Kashmir has not been able to taste the fruit of development programmes. He said increase in population meant stepup in expenditure on health care and education.He said that it would be better that an example was set by the law makers and it is in this context that he had given a notice to a bill which seeks to amend the constitution so that those who had more than two children were debarred from contesting the Assembly election. He said once the bill was adopted those in the Government services and working in public sector corporations too would follow suit and r estrict the size of their familis.Once this materialised the state of Jammu and Kashmir may register better economic growth. In reply to a question Harsh Dev said "I have only two children."
