| 13 Private Members Bills moved in LA | | | EARLY TIMES REPORT JAMMU, Mar 1: A total of 13 Private Members' Bills were presented in the Lower House for discussion here today. While the Legislative Assembly allowed a bill for discussion in the House and referring other to Select Committee, three bills were rejected through voice vote. A bill seeking establishment of a University in the State to offer Islamic, scientific, technical and other education was introduced for discussion in Legislative Assembly, besides the House referred a bill to Select Committee demanding amendment in Jammu and Kashmir Grant of Permanent Resident Certificate (procedure) Act. The bill to provide for the establishment of a University in the State to offer Islamic, scientific, technical and other education as also to usefully utilize the surplus finance of the Karwani-Islami J&K and its associated trusts and for matters connected there with or incidental thereto (L.A Private Members' Bill No. 9 of 2010) was moved by MLA, Engineer Abdul Rashid on behalf of Choudhary Mohammad Ramzan. However, "A Bill to amend the Jammu and Kashmir Grant of Permanent Resident Certificate (Procedure) Act, 1963 (L.A. Private Members' Bill No.56 of 2009)" presented in the House jointly by Muzaffar Hussain Beig and Syed Basharat Ahmad Bukhari. Seeking stern action against the violators of Act, the PDP MLAs said that the outsiders are getting the State Subjects in Jammu and Kashmir State. The members said that the amendment would check the influx of illegal immigration in the State in view of security situation and maintenance of law and order, besides strengthening the existing laws to check the illegal and procurement of forgery of PRC and eventually the immoveable property of illegal immigrants. Other Bills include, "The Constitution of Jammu and Kashmir (Amendment) Bill, 2009 (L.A. Private Members' Bill No. 37 of 2009)" by Harshdev Singh, "A Bill to provide reservation for handicapped, children of militancy victims and to people who are victims of militancy, in appointments in professional institutions and other Government recognized institutions of the State (L. A. Private Members' Bill No. 41 of 2009)" by Mir Saifullah, "The Constitution of Jammu and Kashmir (Amendment ) Bill, 2009 (L.A. Private Members' Bill No. 49 of 2009)" by Professor Chaman Lal Gupta, "The Constitution of Jammu and Kashmir (Amendment ) Bill, 2010 (L.A. Private Members' Bill No.6 of 2010)" by Nazir Ahmad Gurezi and "The Constitution of Jammu and Kashmir (Amendment ) Bill, 2010 (L.A. Private Members' Bill No. 15 of 2010)" by Nizam-ud-Din Bhat were rejected with voice votes. While, the Bills including "The Constitution of Jammu and Kashmir (Amendment) Bill, 2009 (L.A. Private Members' Bill No. 44 of 2009)" by Mir Saifullah, "The Constitution of Jammu and Kashmir (Amendment) Bill, 2009 (L.A. Private Members Bill No. 48 of 2009)" by Prof. Chaman Lal Gupta, "A Bill to amend the Code of Criminal Procedures, Samvat 1989 (L.A. Private Members' Bill No. 1 of 2010)" and "A Bill to amend the Jammu and Kashmir Panchayati Raj Act, 1989 (L.A. Private Members Bill No.2of 2010)" by Mir Saifullah and "A Bill to provide for regularization of Temporary Employees in the State (L.A. Private Members' Bill No. 51 of 2009)" and "A Bill to make it compulsory for each and every statutory and non-statutory Corpora-tion/Company, autonomous body, society and other public organizations operating within the territorial limits of Jammu and Kashmir State to provide employment to permanent residents of the State in each and every economic, industrial, commercial and developmental activity undertaken by such public organizations ( L.A Private Members' Bill No. 12 of 2010)" presented by Engineer, Abdul Rashid on behalf of Ch. Mohammad Ramzan were withdrawn after assurance from the Government.
