EARLY TIMES REPORT
JAMMU, Mar 1: Minister of State for Social Welfare, Aijaz Ahmed Khan today informed the Legislative Council that guidelines for sanctioning scholarships among the deserving candidates of ST category are being strictly adhered.
He said that disbursement of Rs.2.64 crore among the ST students has been verified by the Department and it has been observed that the scholarships were sanctioned as per the norms of the scheme.
Replying to a question by Altaf Mohammad Wani in the House, the Minister said that the post matric scholarship to ST students is a Centrally Spons-ored Scheme, sanctioned as per the guidelines of the Government of India.
The Minister also gave detailed information about disbursement of scholarships under various schemes amo-ng the deserving students of Anantnag, Kulgam, Shopian and Pulwama districts during the past five years.
In response to another question by Aga Sayed Rizvi, regarding representation in the Commission for Mino-rities, the Minister informed the House that no Comm-ission has been set up in the State in respect of Sche-duled Castes, Sch-edule Tribes and Minorities. He said however, that Advisory Board for Scheduled Castes has been set up, besides there is already an Advi-sory Board for Welfare of Gujjar & Bakerwals which has been set up even before various tribes in the State were declared as Scheduled Tribes. He said, in view of the fact that no Advisory Board for STs has been set up, the question of any representation to Kargil district does not arise, adding that the Government has enacted Ladakh Autonomous Hill Development Council Act, 1997 under which administrative and financial powers have been vested with Hill Development Councils of Ladakh and Kargil districts.
Aijaz said that the Union Government also provides reservation to the Scheduled Tribes in admissions to professional colleges, universities and for examination at the National level, adding that they have laid down the norms for different schemes as such the State Government does not have any role in fixing of such norms at the National level.
