| Opposition too has a role to educate farmers on crop insurance | | |
During the last over five months the state,especially the Jammu region,has been witnessing uproar over shortage of fertilisers and over lack of supply of seeds on time.On a number of occasions the opposition BJP leaders have staged protest demonstrations against fertiliser shortage but except for a feeble attempt made by the Minister for Agriculture,G.H.Mir,in explaining the real position the Government,as such,has not explained in detail about the steps it had taken to make available adequate quantity of fertilisers.On a number of occasions Mir made it clear that his ministry had rushed fertiliser quota to those areas where the farmers had complained of its shortage.For instance the BJP had raised the issue of fertiliser shortage in Marh Assembly constituency three months ago.It had silenced the BJP.And on Monday the BJP and the Panthers party reraised on the floor of the Assembly the issue pertaining to fertiliser shortage,nonavailability of seeds delay in releasing compensation to those farmers whose crops had been damaged owing to drought.Some members alleged that the Government had not been come to assistance of those living below the poverty line by giving them cash incentive or compensation.Here again the opposition seemed to have bungled.Mir informed the House that there was no provision for paying compensation to those who were living below the poverty line.He also stated that those whose crops had suffered losses to the extent of 50 per cent and above owing to drought,floods or snow and rain alone were entitled to receive compensation under the natural calamity fund.However,if the opposition has to perform its role by highlighting problems of people,including farnmers it has equally to the perform the duty of educating people about certain policies the Government had adopted for their benefit.For instance the state Government has introduced crop insurance scheme from the current Rabi season.Interestingly not even 20 per cent of the entire community of farmers is aware of this scheme.According to Mir the scheme has been introduced so as to insure crops against usual attack of drought,snow and floods.He said that for the crop insurance scheme it is not mandatory for the farmers to be entitled to compensation only when the losses are 50 per cent or above.Under the scheme even those farmers who suffer even 10 per cent loss to their crops could receive compensation from the insurance company.But when not more than 20 per cent farmers have insured their crops how can all those who suffer losses on account of drought or snow or floods become entitled to compensation.And if the opposition demonstrate their pro-farmers bias on the floor of the Assembly it should send its workers to different villages to educate farmers about the new scheme and its benefits.Also it is the duty of the Government to utilise all its manpower in the state administration for propagating the positive impact of the crop insurance cover.It is said that the Government should keep its eyes and ears open so that it is able to read the problems of people.It is equally the duty of the opposition to acquaint the Government about problems of farmers and other sections of people.If the opposition parties think that it they can use the floor of the state legislature in outwitting the Government it is wrong.The best way for the Government is to promote coordination between the ruling leaders and the opposition.No harm if the Government initiated steps for promoting Government-opposition day to day contact. |
