| PDP rakes up Pulwama Board meeting issue again | | CM's attitude autocratic, alleges Mehbooba in LA | |
Early Times Report Jammu, Mar 2: Raking up once again the issue of Pulwama Board meeting and withdrawal of security cover from its district president, the PDP president Mehbooba Mufti tried to take on the Chief Minister alleging his style of functioning and attitude amounted to his being as an 'autocratic ruler' of the state. The issue was echoed forcefully today in the Legislative Assembly by the PDP president during the question hour when she alleged that the coalition government was showing expenditures on development works only verbally and nothing was visible was on ground. To her question related to the observation that there was tendency of the releasing the funds in the fag end of the financial year, as soon as the Finance Minister AR Rather gave some reasons and explanations, all the PDP members got up in support of their leader and raised the Pulwama issue in one voice. As the PDP members were up in arms pointing fingers towards the treasury benches, Mehbooba making her point alleged that the pattern of the Board meetings seems to have changed and these were no more serving the purpose of wider participation any more. " The Chief Minister has been behaving like a Maharaja in the Board meetings……..his observation in the house the other day about MLAs having flattered him in the Board meetings only amounts to degrading their presence…..we don't understand what to do if he does not allow speaking in the meetings….", a visibly angry Mehbooba said in a loud manner. Her thrust specifically was on the observation that Chief Minister allegedly announced in the Pulwama Board meeting that the district would be deprived of the additionality just because the people of that area were protesting in support of their demands for basic amenities. Expressing concern she further repeated that the withdrawal of security cover to its leaders was a follow up step because the Chief Minister allegedly got annoyed with PDP after the Board meeting. "What does this reflect……Yeh Purana Zamana Nahin Hai Ki Maharajon Ki Tarah Hukam Denge…." She said asserting that it was the right of the MLAs to raise matters and issues in the meeting. The angry gestures and nosiy moments continued for some time till the Speaker Mohammad Akbar Lone intervened and asked her to focus her concern on the basic question rather than divulging to other issues. In her main question Mehbooba while raising the question of late release of funds had alleged this trend had been affecting the execution of development works adversely particularly in the Kashmir valley besides some winter zone areas of Jammu.
However, in his elaborate reply, AR Rather stated that government was looking forward to release hundred percent funds for various works right in the month of April, during next financial year, to enable executing agencies to optimally utilize the working season, particularly in far off areas. Attributing the delay in release of funds during current financial year to the finalization of plan size quite late last year by the Centre due to elections, the Minister however assured that funds would be released as early as possible soon after budget passage and plan finalization to facilitate taking up of works early financial year and ensure completion within the working season. The Minister also gave details of measures taken by the Government to enforce financial discipline and said that it has been resolved not to release any funds after the end of February, except in case of the need to divert savings, if any, for meeting the land acquisition, and to clear work -done liabilities relating to the earlier years.
