| Roshni Act likely to be amended in Jammu Kashmir | | | Early Times Report Jammu, Mar 3 :The Roshni Act,which had been found to be carrying a number of loopholes,is likely to be amended.Official sources said that the scheme had come up for a brief discussion during the Tuesday's cabinet meeting in Jammu and the Chief Minister,Omar Abdullah,has suggested to the Revenue Department to submit a report on the matter. Sources said that the Chief Minister was informed that the Government had not succeeded in generating additional resources from the sale of the surplus land as its rates were so higher than the prospective buyers felt it difficult to clinch the deal.According to these sources experts have suggested amendment in the Roshni Act so that were fixed as per the location and the site.It was revealed that land in posh areas and in intyerior of villages and towns had the same price which was not justified. Reports said that some of the cabinet ministers expressed displeasure over the slow process adopted by the Subordinate Services Selection Board and the Public Service Commission in filling the vacant posts in various Government depatments.According to these reports,the Chief Minister was told that in case the selection process could not be expedited provision should be made for giving brief extension to those officials who wer e to r etire within next three to six months as their sevices were required for the running of the departments.In this connection the Government has witnessed shortage of Tehsildars in various areas.One senior officer in the Revenue Department said that there were number of areas where there were no Tehsildars and in others a good number of them were on the verge of retirement.Indications are that in case the Commission failed to select Tehsildars within a month or so the Government may be forced to extend the services of over a dozen tehsildars. While discussing the fund allocation to different Departments a new dvelopment had come to light in the cabinet meeting.It was pointed out that despite yearly increase in the allocations of funds there were some department which had not utilised the funds fully.It was decided to reduce the allocations in case of those departments that had consistently not able to utilise funds fully.One officer said that Flood control Department had been found not utilising funds fully because in some cases the plan of construction of flood protection bundhs. |
