NC prevents PDP from taking undue credit
Rejection of resolutions

Jammu,March 5 :-Why did the ruling National Conference oppose the two resolutions on withdrawal of troops and the repeal of the Armed Forces(special powers)Act(AFSPA) in the state Assembly on Thursday ?The question has assumed interest after the Chief Minister,Omar Abdullah,had repeatedly,pleaded for the withdrawal of troops and the revocation of the AFSPA.The National Conference rejection of the two resolutions seems intriguing when Omar Abdullah had met the union Home Minister,P.C.Chidambaram,on more than one occasion to persuade him to favour withdrawal of troops and the repeal of the AFSPA.What factors have motivated the National Conference to oppose the resolutions that had been moved by the PDP members,Nizam-ud-Din Bhat and Javaid Mustafa Mir.
Informed sources say that three factors had been responsible for the stand the National Conference took when the two resolutions were put to vote.First,the National Conference did not want to give credit to the PDP for securing adoption of its two resolutions.Had the two resolution been adopted by the House people in the state,especially in the Kashmir valley,would have given the credit for this bold move to the PDP.The National Conference leadership is already aware of the fact that the PDP has been given the credit for many important political decisions.And if the Government has withdrawan 30,000 troops from some areas in the state it has been done because of the pressure mounted by the PDP leadership.If the troops have vacated 341 Government buildings,590 private houses,30 hotels and eight cinema halls it has been done mostly between 2002 and 2007 when the PDP shared power with the Congress in Jammu and Kashmir.And if one scans the election
manifesto of the PDP withdrawal of troops and the revocation of the AFSPA find a prominent place.
Secondly,the National Conference leadership had received the feedback that the Congress,with which it shares powers,would oppose the two
resolutions.In such circumstances National Conference supporting the resolution and the Congress opposing it would have generated misgivings of varied nature.Hence the National Conference leadership neither ventured to annoy the state unit of the Congress nor upset the Congress high command which has stated that withdrawal of troops and the repeal of the AFSPA would be enforced at an opportune time.
Thirdly,National Conference leadership knew it fully well it was not binding on the Government of India to accept any resolution adopted by the state legislature.Constitutional experts say that once a resolution,adopted by the state legislature,was forwarded to the central Government it was considered as nothing more than a recommendation.At the sametime the NC leadership had some fears.It thought that since the centre had plans of withdrawing more troops and repeal AFSPA in some areas of the state sooner than later its support to the PDP resolution could be construed to have set the stage for the troop reduction and revocation of the draconian law.
The National Conference leadership is certain that it would be able to persuade the centre to concede its demand for withdrawal of troops and the repeal of the AFSPA and it was better to be patient so that when the Government of India took the decision the NC leadership could claim credit for it.At the sametime the PDP leadership has scored its point against the ruling alliance,especially the National Conference.The PDP leaders have already started dubbing the National Conference and the Congress leaders experts in "lip service."But if the NC leadership did not want to allow the PDP,its arch political rival, to take the credit which is within the parametres of genuine political exercise.
