Harsh plans to expose politicians by pressing for putting his two bills to vote

Jammu, Mar 6 : Working President of the Panthers Party,Harsh Dev Singh,finds hardly any reason for the ruling coalition and the opposition BJP if they decide to oppose "my bills" which are likely to come up for discussion anytime in the current budget session of the state Assembly.One bill seeks amendment to the constitution so that the the tenure of the Assembly was reduced from six to five years as was the practice in rest of the country and the other bill is seeking constitutional amendment so as to fix some academic qualification for the legislators especially for those who get inducted in the council of ministers.
While referring to the bill seeking to reduce the tenure of the Assembly from six years to five years he said that even the Chief Minister,Omar Abdullah,too has favoured this.Harsh claimed that Omar,while addressing a function outside the state,had stated that he was in favour of holding the Assembly and Lok Sabha election in Jammu and Kashmir simultaneously.He said that this statement meant that the election to the Lok Sabha and the state Assembly can be held simultaneously only when the term of the Assembly in Jammu and Kashmir was reduced from six to five years.
Harsh said that the congress,the BJP and the National Conference favoured closer integration between Jammu and Kashmir with the rest of the country.And if the tenure of the Assembly in Jammu and Kashmir was reduced from six years to five years as is the case in the entire country it could promote greater integration.
He said that if the BJP and the Congress opposed "my bill" it would denote that those harping on greater integration were simply not sincere in their mission. The Panthers leader said that there was no harm in bringing about a parity between the Assembly in Jammu and Kashmir and the Lok Sabha as far as their tenure is concerned so that elections to the two institutions could be held together.He said people in Jammu and Kashmir had to bear the burden of exercising their franchise twice,one after five years when they have to vote for the Lok Sabha poll,and the second time after six years when they are to participate in the Assembly election.
The twin exercise is also a burden on the state and the central exchequer. While referring to his second bill seeking to fix some academic qualification for the legislators,especially ministers Harsh Dev said that all the political parties favour it because they want a Government to be run by responsible,educated and enlightened people.
He said this could be possible if the members,irrespective of their party affiliations,support "my bill."He said that the strength of the demoncratic institutions and the Government lay in the talent of the legislators and ministers who are in reality law makers.
He said if the members do not favour fixing any qualification limit for the legislators and ministers there was a danger that democracy could get converted into mobocracy. When reminded that majority of members may not favour reduction in the tenure of the Assembly because nobody can be sure whether he or she will be able to get reelected. Hence they would wish to be members of the House for six instead of five years.Harsh said that it was their wish and "I shall press for putting my bills to vote."
The purpose will be to expose those who oppose "my genuine efforts for promoting greater integration of the state with rest of the country and for introducing quality culture in the state legislature."
