20 per cent ultras without guns in J-K, claims IGP

JAMMU, Mar 8: Terming a new "winter strategy" as the success mantra of police, IGP, Jammu zone, Dr Ashok Gupta today said it paid well in terms of countering infiltration and terrorism.

"The new strategy reaped in good dividends which is evident from the fact that 20 per cent of the militants active in the state are without guns," he told a press conference.

Dr Gupta claimed that because of this strategy, 17 militants, including 10 top commanders of different outfits, had been killed in 2010 so far.

"At least 20 per cent militants are without guns, so imagine a journalist without a pen. Our strategy will be to see that they don't get weapons from across the borders, from normal channels... money, persons or weapons. That is the strategy we are working at," he added.

Talking about the successful winter strategy to counter militancy, he said, "We planned for winter strategy which has given us very rich dividends. Our strategy was to target track and target scout, seek and kill the commanders." "A large numbers of militants have been killed this year as compared to the last year. So far, 17 militants have been killed, which include 10 top commanders," the IGP said.

Of the 10 commanders, four were killed in Kishtwar, three in Doda and one each in Ramban, Rajouri and Poonch, he added.

He said the success was achieved due to good rapport with people, who provided excellent intelligence. Moreover, small mobile SOG groups were able to collect better and real time intelligence leading to surgical operations, he added. The IGP said detaining of militant sympathisers, including women, under public safety act, also contributed to the success.

About 100 militants were still operational in the mountainous Doda-Ramban range, Dr Gupta said and added that in the upcoming summers, there would be more threats of infiltration but security agencies had been put on alert and asked to maintain more vigil to thwart nefarious designs of anti-nationals.
