| PAC directs H&ME Deptt to streamline purchases | | Goswami holding inquiry into purchases of equipment | | Srinagar, October 12 – Stressing for streamlining the procedure of purchases, Public Accounts Committee (PAC) of Legislative Assembly has asked Health and Medical Education department to seek technical advice from professional experts before going for purchases of specialized equipment so that the equipment purchased could be put in use immediately after the procurement and the benefit of the same reaches to the concerned. The PAC which met here today with MLA, Mr. Ajay Kumar Sadhotra in chair discussed overall functioning of the Health & Medical Education Department and its allied wings. The Committee also deliberated on the Audit Paras of CAG’s Report for the year 1999-2000 pertaining to the Department. In today’s meeting the Committee took up the Audit Para No. 3.9, 3.6 and 3.7 which dealt with purchase of specialized equipment by the Controller, Drug and Food Control Organization, purchase of six laparoscopic surgical units by the Director Health Services, Jammu and purchase of close circuit medical video system and Odelca X-ray camera with Photo timer by the Principal Government Medical College, Jammu. The Committee observed that the Departments have not applied the cautious approach especially while placing orders with the foreign firms, consequently the department suffered a considerable loss by way of delayed supply and other transit related issues. It directed for extra cautious approach while making purchases in future to avoid recurrence of such situations, the Committee added. In the meanwhile, the Committee has asked the Principal Secretary, Health and Medical Education, Mr. Anil Goswami present in the meeting to hold an inquiry into the purchases made by said departments and fix responsibility against the erring officials. |
