| VOJ presents challan against R&B officials, supplier | | Purchase of Cat Eye Studs | | EARLY TIMES REPORT JAMMU, Mar 12: State Vigilance Organisation (SVO), Jammu today presented challan in the court of special Judge Anticorruption Jammu in purchase of cat eye stud on highly exorbitant rates. Vigilance Organisation Jammu after completion of the investigation today presented against then Superintending Engineer R&B Jammu-Kathua Cricle KK Arora (retd as Chief Engineer),Purshtom Kumar Samnotra then Xen PWD R& B Tawi Bridge cum Medical College Division presently Xen Mansar Development Authority, Sat Pal Pandoh then Executive Engineer R&B Construction Division 2nd Jammu (now retired) and Rajinder Mahajan of Panchkula, Chandigarh Proprieter M/S R-Deen Trading Corporation Chandigarh u/s 5(1) (d) r/w 5(2) PC Act 2006 and 120-B RPC. According to the challan a joint surprise check conducted into the allegations of purchase of Cat Eye Stud (Zazu made) in the year 2003 onwards by Tawi Bridge and Medical College Division on highly exorbitant rates. It has revealed that during the month of January 2004, a criminal conspiracy was hatched between KK Arora then SE R&B Circle Jammu Kathua, now retired as Chief Engineer, Purshbtom Kumar Samnotra XEN and Prop M/S R-Deen Trading Corporation Chandigarh & Others with the object of purchasing cat eye studs (Zazu made) on highly exorbitant rates to confer undue benefit upon the supplier firm and themselves. In such criminal conspiracy, 1432 number of cat-eye studs purchased from the supplier R-Deen on highly exorbitant rates of Rs 882.45 per piece. The verification has also revealed that the accused public servants have dispensed with holding any competition in making purchase of cat eye studs and placed supply order to favorite supplier form to confer undue benefit upon him and themselves. SP Pandoh then XEN Construction Division III Jammu purchased 3460 number of cat eye studs at the rate of Rs 882.45 per piece from the same supplier. The purchase was not actually required as the 1265 number of cat eye studs were found lying in the division store one year after the purchase. During the course of investigation to confirm the rates of cat eye studs a survey was carried out at Delhi & Chandigarh. A sample of aluminum with a ribbon type deflector similar to the purchased cat eye studs from the market. The cat eye studs purchased at Delhi was found cheaper costing Rs 250 per piece excluding tax, packing/ forwarding charges as against rate of Rs 882.45. Similarly cat eye stud also purchased from Shiva Industries New Delhi for Rs 306.37 which includes 4% CST and 7% Packing/forwarding charges. One of the SSI Units at Industrial area Chandigarh M/S Cpaco Engineering works manufacturing cat eye studs was also approached and asked to manufacture a cat-eye stud of the same specific of purchased cat eye studs without fixing of reflective beads and same was manufactured at the rate of Rs 315 excluding 4% and 7% package charges. During the further course of investigation rate of beads of an Austrian firm Swarelfles were download through email address which was later confirmed from its distributor Delhi. The investigation further reveals that the Xen Purshtom Kumar Samnotra, SE KK Arora under a conspired plan purchased 1422 number of cat eye studs at the cost of Rs 12, 63,648. 40 against prevailing cost of Rs 7, 71, 289. 52 and has been conferred undue pecuniary advantage of Rs 4,92, 378.88 upon the supplier. Sat Pal Pandoh then Xen Division II in league with KK Arora then SE (Now Rtd CE) placed order for purchase of 3460 number of cat eye stud at a cost of Rs 30, 53, 277 against prevailing cost of Rs 18, 63, 591 thus conferred undue pecuniary advantage of Rs 11, 89 686 upon the supplier. --------(JNF)
