| Uproar in LA over employees' strike, 'daughters' Bill' | | | Arteev Sharma EARLY TIMES REPORT JAMMU, Mar 12: The State Legislative Assembly today witnessed uproar and noisy scenes on two different issues viz ongoing strike of government employees and introduction of Permanent Resident (Disqualification) Bill in the Upper House of the State Legislature during question hour this morning. While the main opposition, Peoples Democratic Party (PDP) cornered the government on the issue of employees strike, the Jammu based political parties comprising Bharatiya Janata Party (BJP), Panthers Party and Jammu State Morcha (JSM) opposed the introduction of "daughters' Bill" in the Legislative Council by a PDP legislator seeking cancellation of Permanent Resident Rights of women of Jammu and Kashmir who marry outside the State. The House also witnessed verbal duel between Panthers Party legislator, Harsh Dev Singh and PDP Legislator when the former described PR Disqualification Bill as "outrageous", "retrogressive" and "discriminatory" against women of the State. As soon as the proceedings of the House started this morning, the PDP, BJP, JKNPP and JSM legislators were on their feet, yet on two different issues. Expressing concern over the ongoing strike called by government employees, the PDP legislators accused the Government of "failing" to redress the genuine issues of the employees. "Work in all government hospitals, educational institutions and other offices have been affected due to the strike of the employees which reflects the total failure on the part of the coalition government. People have been subjected to great hardships and government instead of taking resolving the issue is turning the situation from bad to worse," A R Veeri, senior legislator PDP shouted. Mohammad Yousuf Tarigami, CPI (M) legislator said, "Sari Riyasat Main Kaam Thaap Ho Gaya Hai. Employees strike Par Hai Aur Log Musibat Yel Rahe Hai…………….." On the other hand, the legislators of BJP, JKNPP and JSM charged the Government with adopting "discriminatory" policy towards the women of the State. JSM legislator, Ashwani Kumar Sharma said, "Yaha Par Mahilaon Ke Adhikaro Ko Cheena Ja Raha Hai." Endorsing the concern of JSM legislator, the senior BJP MLA, Ashok Khajuria remarked, "Mahilaon Ke Haq Cheenne Ki Baat Ho Rahi Hai. "This bill is discriminatory to women of the state, particularly of Jammu region. It is anti-Jammu as most of the girls here marry outside the state with persons who are non-state subjectee (non-permanent residents of J-K)," Khajuria said. The Speaker, Mohammad Akbar Lone's repeated pleas to pacify the agitated legislators failed to yield any fruitful results. Harsh Dev Singh said, "The Parties which had expressed their jubilation over the passage of women's reservation in Rajya Sabha couple of days back, have allowed the opposition party to allow a bill seeking cancellation of women's permanent rights if they marry to an outsider. The Bill is outrageous, retrogressive and discriminatory against women." Quoting Section 147 of the Constitution, the JKNPP legislator pointed out that the Bill should be introduced into the Legislative Assembly first for effecting necessary amendments in it. The JKNPP MLA's assertions were contested by PDP legislators, Nizam-ud-Din Bhat and Rafiq Hussain Khan. Bhat described the remarks of Panthers Party legislator as "contempt of the House." When Harsh Dev Singh was raising his concern over the issue, he was interrupted by PDP legislators several times. Chaman Lal Gupta sought the ruling of the Speaker on the issue. The Speaker assured the legislators that their issues would be taken up after the question. It was Speaker's assurance, calm and normalcy returned to the House.
