| ‘CM has been mislead….he should have called me Sectt’ | | Beig retorts in LA | | Early Times Report Jammu, Mar 13: After a brief lull, PDP today broke the silence in the Legislative Assembly today, this time using arguments as tool to corner and attack the National Conference. Using his articulating skills well once again, it was Muzaffar Hussain Beig , the former Deputy Chief Minister of the state who countered the allegations of the Chief Minister Omar Abdullah on funds having been 'mismanaged' during PDP tenure by the then Finance and Planning Ministers. Beig spun his arguments with figures about funds of his time, contending that Omar has been 'misled' by some one, other than senior bureaucrats or the Finance Minister AR Rather. "I do not doubt the intentions of CM but he has for sure been provoked and misled by some ill intended person…..unfortunately he has got carried away by this misinformation……I only wonder why he did not ask his team of senior officers before making such allegation", Beig said in his typical satirical style of conveying the things beyond words. Beig, who took care of both Finance and Planning portfolios during previous regime hit in a subtle way that who so ever has misled the CM is not his well wisher. It cannot be the Finance Minister Rather because he is seasoned and experienced, knows his subject well, nor can be officers like BB Vyas or Chief Secretary who are upright, intelligent and not 'idiots'….Omar could have called me in the Secretariat and it could have taken just one hour to explain the things about figures on funds if that would not have meant destablising his government…..", Beig observed with a bit of sarcasm in his tone and tenor. Beig initiated the discussion on Budget speech in the Legislative Assembly today. In a bid to set his record of things right the seasoned PDP leader said the Chief Minister has used the word liability in making allegations which is wrong. He said when their government took over, it arranged the funds to the tune of Rs 600 cr for Baghlihaar which was high and dry till that time. Out of the Rs 670 cr funds meant for PDC (power reforms) only 200 cr were spent and rest Rs 470 cr spent on Baghlihar project. "Hamney Kabhi Aaapse Hisaab Nahin Manga……(Giving figures, he alleged that PDP government also inherited such liabilities created during previous NC regime but it never questioned or made any allegation) AISAY Logon Ko Zara Lagam Dijiye Jo Galat Mashvaray Datay Hain (Control such persons who misadvise you) ", Beig remarked. The PDP leader, also having expertise in matters of Finance took on the Finance Minister Rather saying the budget this year appears either an extension of Governor's address or a document of Balance Sheet prepared by any Company Secretary. "This is a small state and the status of FM's is comparatively smaller than other states….I also know FM's job is difficult as he has satisfy all people even as he has all limitations", Beig said alleging that burning issues like unemployment, price rise, PSus, fiscal deficit, employees find no mention in the budget . Critcising the vision of government about tackling unemployment Beig said merely earmarking Rs 113 cr would not solve any purpose, instead the government needs to focus on projects in different sectors that can generate employment of nearly 4 lakh people. Attacking Rather further, Beig said the increase in VAT rates would have cascading effect on price rise and BPL category would be hit most. He also criticized the approach of NC Minister in tackling power sector, saying it was the major sector draining economy and government had no concrete steps to check the losses. In an apparent bid to corner the NC led coalition on the front of employees, Muzaffar Beig dared to say the readings in the Finance Commission about paying of arrears of 6th pay Commission were different than projected by the Finance Minister. Reading out few paragraphs from the Commission award Beig said " it appears that they have agreed and taken cognizance of the requirement of government on this front…….they can even seek the intervention of PM on clearing this confusion……". The PDP leader also hit the government in what he said their tacking of Ranjit Sagar dam with Punjab government amounted to discrimination with Jammu and a loss of nearly 1550 cr to the state exchequer. "The government must seek intervention of Centre in the matter", the PDP leader advised. |
