| Doda registers 89, Kishtwar 82 percent plan expenditure | | | EARLY TIMES REPORT JAMMU, Mar 14: Underscoring the importance of proper monitoring to ensure physical targets as per financial allocations, Chief Minister Omar Abdullah today said that for the first time an external third party monitoring mechanism has been put in place in the state to monitor the development works. "Some 500 projects are being monitored through NABCOM in the state to ascertain their physical and financial status", he added. Chairing the two meetings of District Development Boards of Doda and Kishtwar held separately here, Abdullah said "we want to ensure the judicious spending of funds to create dependable public service infrastructure in consonance with the Plan allocations, as such, monitoring at various levels is imperative to achieve this goal". Omar said that the challenge before administration was to spend the huge funds earmarked for the current financial year in the shortest span of time. "I am happy that the district administration has been able to accomplish this stupendous task", he said asking the officers to make public service their ultimate goal. He directed the district administrations to identify the areas especially in education and health sector where the expansion is required for various public reasons. Urging the officers to desist from making any liability under any circumstances in future, Omar asserted that his government will not allow creation of liabilities at all. Omar also directed improvement of HT and LT system at Dachin and Inderwal in Kishtwar district. He asked the DCs to give lands acquisition for road connectivity a thrust and settle the cases at the earliest to let the work start on these roads. Giving details of the physical and financial achievements registered in the district Doda, the DDC, Sharief-ud-Din stated that the district has achieved 89.02 percent expenditure by the end of February 2010 under the current District Plan allocations. He said the achievement in R&B sector is 92.68 percent while as it is 94 percent in health and 90 percent in PHE sectors. District Development Commissioner, Kishtwar, Guldev Raj Bhagat informed that the expenditure in the district has been to the tune of 82.26 percent by the end of February 2010. On the request of various Legislators, the Chief Minister announced additionalities of Rs. 4 crore for various sectors for the district Doda besides, Rs 5.98 crore for Bhaderwah-Chamba Road. Among others, the meetings were attended by the Chairmen, District Development Boards of Doda and Kishtwar, Minister for Health Sham Lal Sharma and Minister for Higher Education Abdul Gani Malik respectively.
