| Let NC,PDP stop increasing Kashmiris isolationism | | | That the National Conference violated the coalition dharma is evident from the fact that it did not discuss with its partner,the Congress,the plan of some members on introducing a permanent resident disqualification bill in the legislative council. In fact the Chief Minister,Omar Abdullah,had communicated in writing to the Congress ministers that they should not oppose the introduction of the bill on the plea that once it was introduced the ruling coalition will try to refer it to the select committee.If reports are to be believed the Chief Minister himself had realised the sensitivities of the the bill,which when adopted could deprive women of Jammu and Kashmir of their citizenship rights if they married nonresident males.Those women marrying nonstate subjects were to lose their right to own or purchase land or houses.They would also lose their right to seek Government jobs.Naturally a law that had been questioned by the High Court and that had forced the former Government to withdraw the case from the supreme court as it feared that the apex court may uphold the High Court verdict required a thorough discussion between the National Conference and the Congress.It was not done.And the result of Omar Abdullah's instructions to the Congress members against opposing the introduction of the bill had cost the Congress dearly.Even when he has been opposed to the introduction and adoption of the bill by the state legislature the Revenue Minister,Raman Bhalla,committed a blunder by not opposing the introduction of the bill in the Legislative Assembly.Possibly he did so simply to respect the instruction he had received from the Chief Minister.There were many a Bhallas from the Congress side who had felt confused because they had no verbal or written instructions from the party high command.Even the PCC Chief,Saifuddin Soz,had not received any instructions from the party high command on the issue.The Congress high command was seemingly shaken out of its slumber when reports of growing regional tension in Jammu and Kashmir had reached Delhi.It sent a clear word to Soz to ensure that the Congress opposed the Bill.It was this very clear direction that encouraged Raman Bhalla and others to oppose the very spirit of the bill.Perhaps the national Conference leadership seems to be ignorant of the communal and regional contours the bill carries.Had it been aware of this it would not have lent direct and indirect support.Even if it was aware of the dangers of regional and communal polarisation it had no other alternative but to support it only for the purpose of keeping its vote bank in the Kashmir valley intact.In addition to this it did not want to give advantage to its arch political rival,the PDP,which has been swearing in the name of the perpament resident disqualification bill. Since the bill seeks to amend the state constitution it is mandatory that it gets a support of the two-third members of the Assembly.Reports say that the Congress has decided not to support the bill.Already the 15 members of the BJP,Panthers and the JSM are opposed to it.This leaves the National Conference and the PDP in the field.Even if the two join hands and support the bill they will not be able to muster the support of 58 members required for the adoption of the bill.This is known to both the PDP and the National Conference.They simply play the politics of vote bank without realising that the permanent resident disqualificartion bill carries more dangers of communal and regional conflict than the row over the Amarnath land diversion in 2008.Hence in the interest of peace and regional unity it was necessary for the National Conference to dissociate itself from a move that is archaic,obsolete and gender biased.It is time both the National Conference and the PDP give up that politics which increases Kashmiris isolationism.
