Budget presents gloomy picture of J&K's economy: Tarigami

JAMMU, Mar 15: Former Minister and MLA Kulgam, Mohammad Yousuf Tarigami today described the budget presented by Minister for Finance, Abdul Rahim Rather as "paper on development review" which paints gloomy picture of the economy of Jammu and Kashmir.
Tarigami, while taking part in the general discussion on Budget 2010-2011, said that the budget seems merely a routine one and the speech of Finance Minster was more or less repetition of Governors' address. "The budget speech presents gloomy picture of the economy of our state which should be a concern of the whole legislature irrespective of political affiliations. Whatever, the claims of the government of different colours of today and yesterday the fact remains that our economic growth has either been static are virtually lagging behind," he maintained.
He said that the fiscal deficit has been on increase and has reached the alarming proportion i.e. around 10% which is unsustainable. "Despite our state having 1 per cent share in country's population the contribution of our state in national income is only 0.7 per cent. While national income seems to be growing but state income has grown at much lower rate. Per capita income has grown at 4.13 per cent only which is below the desired goals," he regretted.
"Though some token concessions to the farming community in terms of concessions in agricultural tools like tractors; threshers etc. have been announced but can such small steps help the poor peasants is again a big question," he asked
"The fact remains that the growth rate of agriculture is stagnant and despite the fact that 70 per cent of state population and around 50 per cent of total workforce depends on agriculture, the growth rate is only 1.79 per cent which should be a grave cause of concern for all of us. Subsidy on purchase of agricultural machinery and farm equipments would mostly benefit the suppliers and not the poor farmers," he observed.
He charged that there has been huge announcement regarding issuance of Kisan Credit Cards for last so many years but nothing substantial has been done on ground. "The Plan outlay for 2010-11 for agriculture has been only at 4.22 per cent of the total Plan outlay of Rs 6000 crores which is quite insufficient," he said.
He demanded that the department should issue while paper and provide detailed to this House in this regard. He cautioned, "We should not fall into the trap of neo-liberal economic policies which have resulted in increase in inflation, hike in prices of essentials and curtailment of jobs."
