India favours keeping channels of dialogue with Pak open

With the announcement that next foreign secretary level talks will be held in Islamabad it seems that India has decided not to choke the channels of dialogue with Pakistan.In fact when Delhi hosted the foreign secretary level talks on February 24 it was the initiative taken by the Indian Prime Minister,Manmohan Singh.The Government of India has repeatedly denied the charge that talks with Islamabad were resumed under the US pressure.Whatever may have been the motive behind the reopening of the channels of dialogue Delhi seems to be convinced that resumption of the process of dialogue could pave the way for friendly relations between India and Pakistan which was needed for peace and normalcy in the Indian subcontinent.Though the February 24 talks yielded hardly any results the Indian Foreign Minister,S.M.Krishna,stated that the next session of foreign secretary level talks would be held in Islamabad.He explained that since the Pakistani foreign
secretary,Salman Bashir,had visited Delhi to attend the foreign secretary level talks it was now the turn of the Indian foreign secretary,Nirupama Rao,to visit Islamabad in connection with the next round of talks.In fact Rao had been invited by Salman Bashir at the end of the first foreign secretary level talks.Delhi has come to the conclusion that engaging Islamabad in the process of dialogue was helpful in removing the veil of mistrust.But so far Delhi is yet to concede Islamabad's demand for the resumption of the composite dialogue.The composite dialogue process had been suspended following terrorist strike in Mumbai over 14 months ago.Not that Delhi is shy of resuming the composite dialogue but it wants Islamabad first to dismantle terror infrastructure that is functional in Pakistan and occupied Kashmir so that the soil of Pakistan was not used for exporting terrorism to India.Islamabad has claimed that it has taken number of steps but it was
not in the hands of the establishment in Pakistan to check the activities of the terrorists when during the last several months
there have been many Mumbais in Pakistan.On an average scores of people get killed and injured in bomb explosions and shootouts in different cities of Pakistan.Almost these explosions have become a weekly affair.This indicates two possibilities.Either the non-state actors,operating in Pakistan,are so powerful that the establishment in Islamabad has not been able to tackle them.These non-state actors,who have been responsible for kicking up incidents of violence of a massive dimensions in Pakistan,are said to have been behind the export of terrorism to India,especially to Jammu and Kashmir.Another possibility,which seems to be more plausible than the first one,is that a section in the Pakistani Army and the ISI officials are providing assistance to the terrorists in carrying out explosions in different cities of Pakistan.Even Delhi has not been convinced by the reports of non-state actors behind militancy related violence in India and Pakistan.Delhi is
convinced that whatever operations terrorists are able to carry out they are assisted by the ISI and the Pakistani Army authorities.The reason being that the ISI and the Army are in favour of keeping the civilian regime under their thumb.Not only this,the Army and the ISI have links with the extremists and the reactionaries in Pakistan and hence Islamabad has to devise means for taming the Army and the ISI.This can be done by taking into confidence the Army Chief,the corps commanders and the top officials of the ISI.If it was not done talks,on any level,between the two sides may not reduce the level of conflict between India and Pakistan
