Police launch psychological warfare to tame stone pelters

Jammu, Mar 16: Realizing that use of force had yielded no results, the police intend to launch psychological and `spiritual’ warfare to tame the stone pelters. The police intend to rehabilitate the habitual stone pelters by helping them open their own shops. They will also be taken to the holy city of Ajmer.
According to reports, the director general of police (DGP) has divulged details of the programme in a letter addressed to Inspector general (IG) Kashmir range last month.
In the first phase, the habitual stone pelters shall be identified in the Srinagar, Anantnag and Baramulla districts. The police intend to help them earn their livelihood by opening small business outlets for them. The activity, police believe, shall keep them busy and also relieve them of the pangs of unemployment. The plan shall take off in Nowhatta, Bemina and Dalgate areas of the Srinagar city. Soon after the process shall spread to other areas.
The police also intend to send groups of 20-25 youth to Ajmer to subject the m to much needed exposure. A deputy superintendent of police (DSP ) will accompany each group. Change in environment, police believe, will change the attitude and outlook of the youth.
The proposed plan marks a significant shift in the modus operandi of the police. Earlier the police had employed stringent measures to curb stone pelting. Around 27 stone pelters were detained under public safety act (PSA). Scores were booked under Section 307 (Attempted murder) Ranbir Penal Code (RPC).
The police reportedly acquired sophisticated guns that `deactivate’ the stone pelter for fifteen minutes or so to ensure his arrest. The new gun does not fire bullets. When its trigger is pulled a light beam hits the target and deactivates it for quite some time.
Stone pelting has been giving sleepless nights to the authorities for the past two years. The issue has been repeatedly debated in the legislative assembly and civil society debates.
