Discussion on Budget concludes in LA

JAMMU, Mar 17: The discussion on Budget continued on the third day in the Legislative Assembly today, Kafil-ur-Rehman, while initiating the discussion, described the Budget as balanced one, in which agriculture, horticulture and allied sectors have been prioritized for ensuing balance and equitable development.
He said that tourism potential especially in the unexplored and far-flung areas should also be explored. He said that the rural people shall also be given their due share in the employment sector.
Jugal Kishore stressed for providing relief to general masses by addressing the problems especially of price-rise of essentials. He also highlighted the concerns of refugees who have not been provided the citizenship right for 62 years. Appreciating the decision to start corps fund for cancer patients, he demanded that similar funds should also be created for the patients suffering from various fatal disease. Moulvi Iftikhar Hussain Ansari while commenting on the Budget said that there is nothing innovative in the Budget. He said that the major concern of employment and power sector have not been addressed properly. He also advocated for preservation of wild life and water resources. Abdul Majid Wani stressed for exploring internal resources for boosting the economy of the State. He said that blue sapphire in Kishtwar should be explored and micro hydel projects need to be established for utilizing the water resources.
Abdul Rashid urged for ensuring peace in the State as it is pre-requisite for prosperity and development. He said that there should be balanced development all over the State. He demanded enhancement of Constituency Development Fund (CDF) up to Rs One crore so that the developmental activities and ensured. He also called for enhancing the honorarium of Rehbar-e-Taleem teachers, Numberdars and Chowkidars. A. R. Veeri said that long term measures for development and innovative initiatives should have been incorporated in the Budget. He suggested enhancing the outlay for horticulture and handicraft sectors as half of the population of the State is associated with the sectors. Prof. Gharu Ram Bhagat laid stress on improving the education sector, pivotal for socio-economic development of State. He emphasized for improving functioning and infrastructure in education sector.
Viqar Rasool appreciated the Budget, especially for providing subsidy to Agriculture and Horticulture. He also lauded the setting uo of cancer relief fund. He pleaded to release of pay areas to the State employees and enhancement of honorarium for daily rated workers. He stressed on extending better healthcare and other basic amenities in the remote and far-off areas of the State.
Appreciating the Budget, Choudhary Mohammad Aslam said that power and agriculture sector have been addressed properly. He said that better road connectivity will attract people to the tourist spots like Naudsar and Balaksar and stressed for increasing the allocation for Poonch district. He said that the Budget fulfils the aspirations of the people and provisions should be made for the rehabilitation of Gujjar and Bakerwals. Nazir Ahmad Gurezi commenting on the Budget said that the funds allocated for the development of far-flung areas like Gurez should be utilized judiciously. Mir Saiufullah appreciated the welfare measures proposed in the Budget. He said that prioritizing the agriculture sector has fulfilled the aspirations of the people. He said that the Sher-i-Kashmir Employment and Welfare Programme for youth will address the problems of un-employed youth of the State. He stressed for resource mobilization especially the water resources for boosting the agrarian economy. Fruit preservation techniques need to be introduced for reviving horticulture industry and new destinations need to be identified under tourism sector, he added.
Highlighting the rich human resources in the State, he emphasized its proper utilization. He also asked for redressing the employee's problems and early release of arrears in their favour. G A. Mir hoped that the Budget will improve the socio-economic conditions of the rural populace. He suggested formation of High Level Monitoring Committee to monitor the schemes exclusively funded by the Centre. He also demanded completion of Verinag-Jawahar Tunnel and Dessa-Kapran road for exploiting tourism potential of the area.
