Verbal spat between Speaker, MLA Langate

JAMMU, Mar 18: A day after being evicted from the Legislative Assembly, MLA Langate Engineer Abdul Rashid today once again had to face the anger of the Speaker, Mohammad Akbar Lone when the former tried to ignore the directions from the Chair.
The House also witnessed heated exchange of words between the Speaker and the MLA which virtually created uproar in the House. It all began when the Speaker allowed the members of the House to raise supplimentaries to a question of Ashok Kumar regarding setting up of medical sub-centres in every Panchyat.
When Engineer Abdul Rashid was asked to raise the supplementary pertaining to health care system in his constituency, he said that his constituency has only three to four sub-centres for catering a huge population. As soon as he made his point, the Speaker asked another legislator to make another supplementary.
The MLA, while adopting the same methodology of relentlessly raise the issue without taking permission or listening to the directions from the Chair, tried to overlook the requests of the Speaker and continued to rake up the issue which virtually irritated the Speaker.
Reprimanding the legislator for ignoring the directions from the House, the Speaker said, “Learn, learn some manners. You are lacking the ethics of a legislator. I will not encourage you in future if you continue to behave like this.”
Despite such harsh words, Engineer Rashid stuck to his stand and was heard arguing with the speaker over the issues he wanted to raise in the house. With MLA continuing to create noisy scenes in the House, the furious Speaker said, “Don’t dictate the Chair, You cannot dictate the House. You can be a leader outside the House but here you are a member and behave like a disciplined legislator.”
When Engineer Rashid continued to argue his case, the Speaker again reprimanded him. It was only after the requests of members from treasury benches including Ministers, the agitated MLA occupied his seat which restored the normalcy in the House.
Yesterday, Engineer Abdul Rashid along with PDP MLA from Lolab, Abdul Haq Khan were marshaled out when they had tried to disrupt the proceedings of the House.
