Omar behaving like a ‘block president’ of NC: Mehbooba
NC leaders had appointed 2000 persons through backdoor

Mar 18: In her fresh tirade against the Chief Minister Omar Abdullah, Peoples Democratic Party president Mehbooba Mufti today equated his (Omar) working with a “block president” of National Conference and constable of Special Operation Group (SOG) of the police.
She also accused the previous regime of National Conference of appointing 2000 persons through backdoor, saying “the leaders in the previous regime had accommodated all their relatives and workers in government jobs.”
She reminded that before singing MoU with the then Central government to ban recruitments, the then National Conference regime had appointed 2000 persons through backdoor and all of the back door entrants were relatives of NC leaders and workers. “Our government had to bear that extra financial burden of the relatives of NC leaders who were appointed through backdoors”, she said.
“It is unfortunate instead of acting like a head of the government, the Chief Minister is behaving like block president of NC or a constable of SOG of the police. The Chief Minister is acting in vindictive manner. The present government has adopting discriminatory attitude in developmental and other activities,” said Mehbooba while initiating a debate over Demands for Grants of the departments fall under the purview of Chief Minister for the year 2010-2011 in Legislative Assembly here.
The PDP president said, “Those who voted in his favour are being given funds and other benefits while Opposition members are being ignored. You are Chief Minister of the State so you should not behave like a block president of NC.”
She charged, “During the District Development Board (DDC) meeting in Anantnag, Pulwama and Shopian, the Chief Minister had threatened our MLAs not to allocate funds if they raised slogans against him. He had followed a vindictive approach towards the Opposition members.”
“The ruling dispensation headed by NC lacks vision as well as road map. Instead of carving out a path of development and growth, this government has been working on the roadmap prepared by the previous PDP-Congress regime,” she mocked and said this government was hesitating to accept this hard reality.
“What to say of appreciating road map prepared by the previous PDP-Congress regime, the present dispensation has been brazenly trying to take credits of the projects started by its predecessors be it the construction of the Mughal road and setting up of Baba Ghulam Shah Badhshah University at Rajouri,” she said, adding, “except taking credit of works of previous regime, this regime has done nothing noticeable during the last 14 months”.
She further charged, “This government has been taking credit of developmental works its predecessor but it has failed to carry forward the agenda of development and reconciliation of the previous PDP-Congress regime.
Mehbooba pointed out that Human Rights violation cases have been increased since formation of this government. “Although such incidents do occurred during the regime of Mufti Mohammad Sayeed, we presented human face to deal with such cases,” she reminded and added that the present government, instead of dealing such cases with human outlook, trying to suppress voice of the people.
“Those who were in the forefront of highlighting brutal murder and rape of two females in Shopian have been facing highhandedness of the authorities,” she said, adding that the central agencies were “misused” to hide reality in the inhuman Shopian incident.
“It is a historical fact that Central agencies were misuse by the rulers of the State in the name of national interests,” she said and pointed out how the highest institution of Election Commission of India was used to rig the infamous 1987 assembly elections.
Coming down heavily on government for booking teenagers under Public Safety Act (PSA) on the charges of stone pelting, the PDP chief said that such measures would be proved counter-productive. “You cannot solve complex Kashmir problem just with the help of SHO Srinagar,” she pointed out and suggested that instead of adopting oppressive measures, government should create a sense of security among the common masses.
Countering charges of Finance Minister Abdul Rahim Rather, who had blamed PDP-Congress led regime with diverting funds, Mehbooba said that funds were diverted only to fulfill liabilities created by the previous NC regime.
“Your government’s noticeable achievement was Baglihar project only but the same was started with financial closure so we had to fulfill that liability,” she pointed out.
“Instead of fulfilling the promises this regime has been looking for excuses to hide its failures”, she said and pointed out that after Aluchi Bagh incident the Chief Minister had promised to dismiss the officers who was involved in the killing.
She failed the Chief Minister for not accelerating developmental activities in the State and said that during the regime of Mufti Mohammad Sayeed, the Central Government had sanctioned an amount of Rs 24000 crores for the development of State under Prime Minister’s Reconstruction Plan.
She also warned the Government of under-estimating the brewing anger among youth of the State and alleged that the “failure” of the National Conference -led coalition to address aspirations of the people has fueling alienation of common masses.
