| JKNPP, PDP protest 'unsatisfactory' reply | | | ET REPORT JAMMU, Mar 20: Dissatisfied with the Minister's reply, the Opposition comprising Peoples Democratic Party (PDP) and Jammu and Kashmir National Panthers Party (JKNPP) today created ruckus in the Lower House of State Legislature here. The trouble began when Minister In charge Planning, Dr Manohar Lal was replying to a question of PDP MLA, Peerzada Mansoor Hussain regarding constituency wise details of additionalities released during current year. The PDP MLA alleged that the government has adopted "discriminatory" approach while releasing additionalities for different constituencies. "The government has released Rs 40 crore for six constituencies in Srinagar district while only Rs 6 crore additionalities has been released for six assembly segments in Anantnag district," he shouted. Former Minister and CPI (M) MLA from Kulgam said that in the name of planning the government has adopted "unplanned methodology." Though the Minister Incharge Planning tried to clarify the doubts of the MLAs, yet the agitated members tried to corner him over "mismanagement" in the department. Harsh Dev Singh, Leader of BJP Legislature Party said, "The Planning Department is a total fraud. No criteria have been followed by the government for releasing additionalities. Funds are being allotted on arbitrary and irrational bases." "Planning Department Main Zabardast Gapla Hai, total fraud Kiya Ja Raha Hai," he shouted. Later, he staged walkout from the House. In the meantime, all the PDP legislators moved towards first row and accused the Minister of making "incorrect" reply and shouted slogans "Planning Department Hai Hai." Defending the Minister, the Speaker said "He is quite young and upright Minister and there should be no doubt to his creditability. " He, however, asked the Government to address the concerns of the opposition members with respect to Planning and Development of their respective constituencies. The Speaker said that there was no scope for doubting the intentions of Chief Minister, Omar Abdullah who is sincerely striving for the uniform development of the State. He said the Government should make every effort to take the members along in every respect of development as it would help it to achieve its set targets more effectively.
