| Possibilities of India accepting third party mediation on Kashmir remote | | | EARLY TIMES REPORT JAMMU, Mar 21: The relations between Delhi and Islamabad are to figure in the most strategic talks between senior Pakistani Army functionaries and the top American defence officials that are scheduled to be held in Washington shortly.Though the purpose of the talks are to further enlarge he scope of US-Pak cooperation and the American financial and technological assistance to Pakistan, the existing level of relations between Delhi and Islamabad are likely to come up for discussion.This is indicated by the reports that apart from the Pakistani Army Chief, Gen.Ashfaq Kayani, the Director General Military Operations (DGMO) is also participating in the talks. It is so because the Pakistani DGMO usually focusses on India. During the last over five years the US Government is trying to keep both Delhi and Islamabad in good humour because Washington is convinced that in its war against terror India and Pakistan could play a vital role. The latest reports revealed that Washington is fully satisfied with the success Islamabad had achieved in arresting some top Taliban leaders. The American authorities have conveyed their sense of satisfaction to Islamabad saying that the arrest of these Taliban leaders was good for the military operations in Afghanistan because the detention of these terrorists had put pressure on the Talibans. Islamabad has decided to utilise the forthcoming meeting with the US authorities for persuading Washington to help Pakistan come out of the current energy crisis.Islamabad has been seeking import of nuclear reactors for producing electricity. It is yet to be seen whether Washington will opt for sending nuclear reactors or help Pakistan in completing a number of thermal and hydel power projects.Reports said that construction of hydel and thermal power projects was time consuming and Islamabad can ill afford to to wait and as such it may pressurise Washington to export nuclear reactors for resolving the energy crisis speedily. Washington has befriended Islamabad simply to motivate Pakistan to launch military operations against the terrorist groups.Whether for its own survival or for securing added financial help,both military and non-military aid,Pakistan has ordered its troops to carry out operations against the Talibans, first in the Swat valley and at present in Waziristan.Results of these operations have not been as remarkable as India would have wished because the soil of Pakistan continued to be used for exporting terrorism to India, particularly to Jammu and Kashmir. However, Washington is satisfied with whatever operations the Pak troops have so far carried out.It has to be because it has been able to secure bases in Pakistan for launching aerial and ground strikes against the Talibans in Afghanistan and on Afghan-Pak border belts. However, in the process Washington has displayed greater pro-Pak bias than what it has shown towards India. Had Washington been purely impartial and very keen to see that the menace of terrorism from the Indian subcontinent was ended it would have, by now, initiated measures for motivating Islamabad for putting a full stop to infiltration of militants into Jammu and Kashmir.No doubt it has taken steps to persuade Islamabad to move against terrorists it has not put added political pressure on Pakistan to order dismantling of terror infrastructure, including the 42 arms trainig camps that function in various areas of Pakistan and occupied Kashmir. Instead of doing so Washington and Islamabad plan to create a situation in which Delhi would agree on a third country mediation between India and Pakistan on Kashmir. Possibilities for such a situation to rise are remote.
