| Dogra academicians second to none, CU must be headed by a Dogra | | | Early Times Report Jammu, Mar 21: Jammu province has produced a galaxy of outstanding artists, musicians, painters, novelists, singers, actors and poets. Jammu province has also produced two of the four great generals of the world, Zorawar Singh and Baj Singh. Jammu province has produced painters whose invaluable paintings have been attracting attention at world scale and become attractions for those visiting London Art Gallery. Jammu province was part of the great Indian civilization and one can go to the London Art Gallery to have a glimpse of the Indian civilization as depicted by the Akhnoor's artifacts. Besides, Jammu province has produced political leaders and statesman like Gulab Singh, who founded Jammu and Kashmir State at a time when the princely states in India were crumblinmg one by one before the canny and unscrupulous British imperialists like the house of cards. Not only this, Jammu province has produced remarkable personalities who understood the importance of the northern frontiers and established their influence in the areas now called Northern Territories, which have been under the illegal occupation of Pakistan since 1947. They would have integrated Tibet into the Jammu kingdom the manner they integrated Ladakh into the Dogra kingdom, but the sudden and untimely snowfall acted as a brake. Not just this, Jammu province produced outstanding political class, which not only unified the Jammu province by bringing the unruly elements under control and ruled over Kashmir during the ancient period, during the medieval period and during the modern period and their rule was benevolent. It was Jammu to which Kashmir was added in March 1846 and not the vice versa. Jammu was the capital of the state, and not Srinagar. This is the history of Jammu province, which is rich and inspiring. The Dogras of Jammu are indeed torchbearers in many respects. But what is their plight today. Their plight is pathetic. They are being despised. They are being ignored. They are being consistently humbled and shown the door. They are not considered suitable for holding top positions in the universities located in their own province despite the fact that the Dogra academicians are second to none. The Dogra academicians excelled in every field they worked in and are excelling in various disciplines even today, but who cares. There is none either in Jammu province or in New Delhi who could take up their cause and inform the powers-that-be either in the Rasharpati Bhawan or in the state Raj Bhawan that the authorities are treating the Jammu academicians with contempt and forcing them to serve under outsiders, who are very, very junior and who lobby and manage their appointments as Vice-Chancellor of the Jammu-based universities. Jammu University was established in 1969 because the youth of Jammu, backed by the civil society, fought relentlessly for it for years and in the process lost four invaluable lives. They waged struggle after struggle with a view to having for the people of Jammu province highest institution of learning and ensuring that the authorities in the state, particularly the Raj Bhawan, would recognize the merit of Jammu and appoint Dogra academicians as Vice-Chancellor of this university. But what has happened is to the contrary. Leave aside a couple of exceptions. J N Bhan, J D Sharma, SC Dube and Amitabh Mattoo were all outsiders. The present incumbent, Varun Sawhny, who is very junior, is also an outsider. The likes of Mattoo destroyed the academic environment on the camps, promoted the culture of sycophancy, politicized the functioning of and appointments in the university and threw all the rules to the wind. Institute an impartial inquiry committee against him and you would know what he did during his tenure to reward sycophancy and punish merit. His successor is following in the footsteps of his predecessor. He is surrounded by the same team of sycophants, which has no interest in academics. The examination section is in a shambles. About the administrative wing less said the better. The situation in the Directorate of Correspondence Education is no better. All this is happening because the Mattoos and Sawhnys do not understand the needs of the people of Jammu province. Being outsiders, they are blissfully ignorant and they are ruling the roost. They have destroyed and are destroying the institution because they have no permanent interest here in Jammu. (To be continued)
