| United jehad council still not clearon ceasefire or jehad | | | Srinagar,October 13 :-The Muzaffarabad based United Jehad Council has not so far formally discussed whether to go in for a ceasefire in Jammu and Kashmiror to continue the ongoing Jehad. This claimed by one other than Rafia Rasool,General Secretary Jamaitul Mujahideen,which is a constituent of the Jehad Council.Rafia,in a writeup in a newspaper,has said that the issue of ceasefire has never been taken up by the members of the council. He has also made it clear that it was not only upto the Council supremo,Syed Salahuddin,to give his nod or reject the idea of ceasefire. Rafia Rasool has also stated that any decision by the United Jehad Council on ceasefire cannot work unless it has the support of Jash-e-Mohamad,Al Badr and Lashkar-i-Toiba.According to him,though Jaish,Al Badr and LeT are not the constituents of the Jehad Council their leaders are usually consulted whenever some important issue had to be discussed. Reports reaching here from across the LOC have indicated that the United Jehad Council had planned to discuss the ceasefire issue but when the council leaders learnt that Jaish,LeT and Al Badr outfits were not in favour of ceasefire the Council avoided taking any firm decision on the matter. Its leadership simply tried to drop hints about conditional ceasefire offer.And that too was given up when it found the Government of India not willing to accept any conditional offer for ceasefire. The centre and the state Government besides the security and intelligence agencies were opposed to the demand for demilitarisation saying that unless the level of violence and infiltration from across the border did not drop to a minimal level the question of demilitarisation did not arise.Yes,the Government could examine two other demands which included release of detainees.As far as the third demand for end to human rights violations by the security forces was concerned the Government has already taken in hand measures which have drastically reduced the level of excesses. And if Rafia Rasool's statement is to be relied on it clearly indicates that the United Jehad Council in general and Hizbul Mujahideen in particular are not in a position to decide on the issue of ceasefire. |
