| Harsh questions absence of CM, his deputy from LA | | |

JAMMU, Mar 22: Leader of Panthers Legislature Party, Harsh Dev Singh today raised the issue of long absence of Chief Minister and his deputy from the house while commenting on the authenticity of the statement made by junior ministers in the House on policy matters.
During the question hour when Minister of State for Urban Development, Nasir Aslam Wani was giving out a reply in response to a question of PDP MLA, Rafi Ahmed, the JKNPP MLA got up from his seat and sought intervention of the Speaker in the matter. Singh, while reading a famous couplet, "Kharbooje Ko Dekh Kar………." said just like CM these days even Deputy Chief Minister is staying out of the house and do not take part in the proceedings.
Harsh Dev Singh also made mention of the fact that how can we trust statements of the junior ministers made in the house as they are not authorised to take policy decisions.
Referring to one of the junior ministers looking after the departments headed by Deputy Chief Minister, Singh said at least deputy chief minister should have been present in the house to reply to questions pertaining to his own department.
Intervening in the matter, the Speaker Mohammad Akabr Lone tried to pacify the agitated member in the house and said that since it is the collective responsibility of the ministers there is no harm if one of the junior ministers is also making a statement in the house.
The Speaker also urged the member to appreciate the fact that one of the senior ministers was giving equal opportunity to his deputy and providing him training to face queries on the floor of the house.
The Panthers party legislator Harsh Dev Singh, in the end occupied his seat by saying that this should not become practice in the house and stated, "Kabhi Kabhi To House Mein Aya Karo, Todhi Der Ke Liye"
Countering the assertions of the JKNPP MLA, the Minister of State for Urban Development said, "Whatever we are saying on the floor of the House, it is being said on the behalf of the Government. It is the collective responsibility of the Ministers to make suitable reply."
Earlier, the Minister informed the House that a High Powered Committee, headed by Minister for Law and Parliamentary Affairs, with Agriculture and Revenue Ministers as its members, was working on a legislation to be brought in the House, for the regulation of the use of land in the State.
The Minister was replying to the supplementaries on a question by Rafi Ahmed Mir. The Minister also referred to and furnished the housing policy in vogue in the State.
The Minister also gave details about the construction of low cost dwelling units for the urban poor and said that over Rs 70 crore were spent for the purpose the capital cities of Srinagar and Jammu so far. |
