JAMMU, Mar 23: The proceedings in the Lower House of the State Legislature were suspended today for five minutes due to the lack of quorum.
It was the first of its kind suspension being witnessed during the current session of the state assembly.
The House was deferred for five minutes when a debate on Demands for Grants for Higher Education, Technical Education, Labour, Employment and Youth Services & Sports departments was going on and Sheikh Mustafa Kamal (NC) was raising his points. Since, the presence of 21 members is the minimum criteria to run the business of the State Legislative Assembly, the lack of requisite strength forced the Chair to declare suspension of the House albeit for five minutes only in an attempt to recall the absentees.
The sudden announcement of suspending the proceedings of House by MY Tarigami, who was occupying the Chair, landed the legislators present inside the House in an embarrassing situation especially those belonging to the treasury benches.
MY Tarigami reprimanded the government for non-presence of some of the senior ministers in the House.
Tarigami said, "It is the duty of government to ensure the presence of its ministers while proceedings of the House are going on."
Some of the opposition members pooh-poohed the treasury benches for absence of the key ministers of state cabinet during the proceedings of the Legislative Assembly.
Ashwani Sharma (JSM) indicating towards empty treasury benches referred to the Chair and said, "Aapki Chairmanship Se To Hum Khush Hain Lekin Sarkar Ki Seriousness To Dikh Rahi Hai (We are happy that you occupied the Chair but the non-seriousness of the government in running business of the House is clearly visible)."
He further said, "Yeh Sarkar Ghoomti to Zyada Hai Lekin Kaam Kam Karti Hai (This government wanders more and do less."
Shouting Balwant Mankotia (Panthers Party) said, "Yeh Langdi Sarkar Ek Taang Par Khadi Hai…. Kabhi Bhi Gir Sakti Hai (This lame government is standing on one foot and would fall anytime.)
When the proceedings of the House were suspended, at around 12 noon, only two ministers were present including Minister for Youth Services & Sports RS Chib, Minister for Qamar Ali Akhoon, Minister for Higher Education Abdul Gani Malik and Minister of State for Cooperative Dr Manohar Lal besides Chief Whip of National Conference (NC) Mubarak Gul.
Others who were sitting inside before suspension of the House from treasury benches' comprise Radhey Sham Sharma (NC), Krishan Chander Bhagat (Congress) and Vikar Rasool (Congress).
From the opposition's side those who were present include Prof Chaman Lal Gupta (BJP), Harsh Dev Singh (Panthers Party), Syed Basharat Bukhari, Peerzada Mansoor Hussain and Dr M Shafi Wani (All PDP).
Earlier, at around 11 am, Speaker Legislative Assembly, Mohammad Akbar Lone had issued a direction to the government that it should maintain quorum in the House for smooth conduct of the business.
Lone referred to Chief Whip of NC Mubarak Gul and said, "Zara Apne Dayen-Bayen Dekh Lijiye, Yahan Par Koi Nahin Hai Aur Agar Wahan Se Bhi Uth Kar Chale Jayenge to Majburan Mujhe House Adjourn Karna Padega (Look at your left and right, there is hardly any body sitting and if those occupying opposition benches leave then I would be compelled to adjourn the proceedings of the House.) |
