| CM's economic package contradicts NC's vision document | | | EARLY TIMES REPORT JAMMU, Mar 25: The Chief Minister's much hyped economic package came up for discussion in the legislative assembly a few days ago. The package evoked severe reaction from the opposition members and rightly called it an insult to unemployed youth. The package was unveiled on December 5 last year on the 104th birth anniversary of Sheikh Muhammad Abdullah. The Chief Minister believes such massive efforts had been taken for the first time in the past six decades. The financial help to unemployed youth has been named Voluntary Service Allowance instead of unemployment allowance. He said that the allowance getting youth will have to put in a voluntary service to the society by way of rendering many helps in the field like education, health, social service etc. The Voluntary Service Allowance envisages provision of Rs.500 to an unemployed youth with the qualification of matric per month while as it will be Rs. 550 for 10+2 unemployed youth, Rs .900 to a graduate, Rs.1100 to a post graduate and engineering and medical graduates and equivalent levels in the field of computer science, technology and education, Rs. 600 per month in respect of 10+2 with additional skill such as ITI and Rs.750 per month in case of eligible 10+2 persons with professional qualification equivalent to three year diploma from a recognized polytechnic institutions. True to its traditions, the National Conference once again deviated from its stand. The National Conference happens to be the only organization that has come out with a detailed roadmap on Jammu Kashmir in 1944 at Sopore in a session chaired by veteran leader from Jammu, Sardar Budh Singh. It was in this session that the National Conference adapted the Naya Kashmir Document. Recognizing Maharaja Hari Singh's right to rule the state, the National Conference, the organization had come out with a comprehensive document addressing all the problems faced by the people of Jammu Kashmir. If compared to the Naya Kashmir Document, Chief Minister's package definitely is inadequate. Section 8 of the historic document reads: "All Citizens have the right to work, that is, the right to receive guarantee work with payment for their labour in accordance with its quantity and equality subject to a basic minimum and maximum wage established by law. In the absence of the provision of employment, Citizens are entitled to security of the necessaries of decent existence for themselves and their families by universal social insurance. Chief Minister's package has doles for the unemployed youth. The Naya Kashmir document talks of honour, dignity and integrity. As per Chief Minister's package, the unemployment youth have to go from pillar to post to seek employment but as per the provisions of Naya Kashmir document they can claim employment as a matter of right. In 1975, Sheikh Muhammad Abdullah entrusted the job of amending the document to Balraj Puri to make it relevant in the changed scenario. Fortunately enough section 8 was not touched. The document was again adapted, this time in Jammu. The organization better implement the document which it has adapted twice. There is no need giving doles to unemployed youth. They have a right to employment.
