| Saghir's report on State-Centre relations to be discussed in LA | | Mufti demands discussion: Khajuria faces Speaker's wrath | | ARTEEV SHARMA EARLY TIMES REPORT JAMMU, Mar 25: In a significant development, the Lower House of State Legislature today announced that it would table all the five reports of Working Groups including Justice Saghir Ahmed's report on Centre-State relations during the current budget session and hold discussions thereafter. Soon after the question hour this morning, People's Democratic Party (PDP) member Muzaffar Hussain Beig reminded the Speaker, Mohammad Akbar Lone about his party's notices for having a discussion on the Justice Saghir Committee Report as well as on the working of the coalition government. The Speaker, however, informed the House that the government was willing to have discussion on all the five WGs constituted by the Prime Minister. "As the Minister for Law and Parliamentary Affairs is not in the House, I will contact him and other opposition members for evolving a consensus to hold a discussion over all the reports of WGs," the Speaker said. He also suggested to the members of the house that if the members are willing he would call a special session in Srinagar to discuss all other reports in the House. The PDP patron Mufti Mohammad Sayeed, who remained in the House for about one and half hour,, intervened and demanded discussion on the Justice Saghir Ahmad report along with tabling of the report in the House during the current budget session. Mufti suggested "Since Justice Saghir Ahamd report directly deals with the Centre-State relations and is of paramount importance so there is no harm in holding discussion in the House. This report is quite different as other reports of the WGs don't have mandate to be discussed in this House. So don't mix this report." Endorsing the PDP's demand for discussion in the House, Harsh Dev Singh, Leader of Panthers Legislature Party, said "The reports of other four WGs were provided to the members of the group but we, as the members of the group headed by Justice Saghir Ahmed, have not been provided the copy of this report BJP Legislature Party leader Chaman Lal Gupta suggested the discussion on the Justice Saghir Committee report should be held soon and not on the last days of the Budget session. NC legislator Mir Saifullah demanded that before the discussion copies of the report should be made available to all the members in the house. Mohammad Yousuf Tarigami said, "The report on State-Centre relations hold major area of concern and it should be tabled in this House. The discussion over the report would further clarify it." Ashwani Kumar Sharma, JSM legislator, also favoured the tabling of the report in the House and threadbare discussion over it. While the issue was being discussed, former BJP state president and MLA Jammu East said, "The Prime Minister had constituted the Working Group and the report should have been submitted to him by the Justice Sagir report. Instead, he submitted the report to the Chief Minister and played the role of National Conference's block president." "We won't allow the discussion on Saghir report and would not allow the House to function smoothly," Khajuria remarked furiously. The BJP MLA's remarks attracted the Speaker's wrath who snubbed him saying, "I don't care. It's me who will conduct the proceedings and discussion in the House. I don't care such threats. You are contradicting your Legislature Party leader's statement." "The report would be tabled soon and the discussion on it would be held without any hindrance," the Speaker retorted. However, due to the absence of Minister for Law and Parliamentary Affairs, Ali Mohammad Sagar from the house the final decision on date and timing of the discussion could not be decided. It may be mentioned here that the report had evoked sharp reaction from the BJP, JKNPP, Jammu Bar Association, Gujjars, Shiv Sena and other social groups operating in Jammu and Kashmir.
