What happened to CM's truth and reconciliation commission?

JAMMU, Mar 28: Immediately after assuming the office of the Chief Minister, Omar Abdullah promised a truth and reconciliation commission. Now Omar has completed fourteen months in the office but the promised commission seems a distant dream. He could not fulfil other promises as well.
Not all the people in Jammu Kashmir hailed Omar's reconciliation talk. Some quarters vehemently opposed it. Some of them said reconciliation was not possible. However, notwithstanding this pessimism, Omar forgot about the commission. No reasons have been given for the delay.
What does a reconciliatory commission mean by the way? The term reconciliation is coined when the victims are told to forget the past; forgive the perpetrators and start a fresh. Normally there should have been no problems in constituting such a commission. But, Omar perhaps did not dare to uphold the truth. The idea was abandoned.
Omar had to abandon another proposal as well. He had promised repeal of Armed Forces Special Powers Act (AFSPA) during his regime. Omar did not have the courtesy to issue a clarification when New Delhi rejected his request. He instructed his Law Minister, Ali Muhammad Sagar to tell the people AFSPA was needed for the time being.
Truth is bitter and cannot be upheld by a person known for breaking promises. Omar had also promised a clean administration. But after completing one year in office, Omar admitted his helplessness. "The administration is rotten to the roots", he said. What happened to his promise? The `dead wood' in the administration was not removed. While patwaries and sectional officers were nabbed red handed by the vigilance organization for receiving graft, the big sharks continue to rule the roost. The Chief Minister, sorry to say, is as helpless as anybody else. He cannot even give the much needed autonomy to the Vigilance Organization to make it an effective tool against corruption. The Chief Minister has failed to do it till date. Can he do it in future?
Omar could not keep his own slate clean. If DNA fudging took place in Dr Farooq's regime, forensic evidence was tampered in Shopian rape and murder case. Omar failed to take action against the culprits.
Omar has also promised to create one lakh jobs in the next five years. For his information, more than one lakh employees are scheduled to retire in the next five years. The vacancies shall automatically fall vacant. Can Omar take credit for it?
