Govt's cannonball runs towards Centre to heel state employees?

JAMMU, Mar 28: An apparent shift of strategy seems now imminent among the high administrative echelons and the state employees demanding release of arrears of Sixth Pay Commission in their favour which so far was held deadlocked with government holding the stubborn grounds without any ado and employees shrieking resounding echoes within assembly and on the roads outside.
Since a tug of war is already there since past more than two months now, the new developments, of late, are likely to add a dimension that may call for some amicable adjustment between the warring employees and the nonchalant governance.
Minister for Finance, Abdul Rahim Rather shooting off to New Delhi with a demand of a whopping Rs 4200 crores from Union Minister for Finance, Pranab Mukherjee for a settlement of the pending dues of the state government employees have an underlying readings about the nature of the demand that hints towards another maneuvering done by the state minister to satiate its own cravings.
