| Stage set for holding Local Bodies polls by middle May: Tara Chand | | | EARLY TIMES REPORT JAMMU, Mar 29: The stage has been set for holding elections to Local Bodies in the State, with a target to complete the process by mid of May, 2010. The announcement was made by Deputy Chief Minister, Tara Chand, who holds the charge of Housing and Urban Development Department, while replying to the debate on the Demands of Grants for the departments under his charge in Legislative Assembly, here today. Winding up the debate, the Deputy Chief Minister said that the process for holding elections to 2 Municipal Corporations, 6 Municipal Councils and 77- Municipal Committees have been started and will be completed by the end of May 2010. Reiterating the commitment of the Government to strengthen the basic Government institutions, the Deputy Chief Minister said that transfer of planning and implementation to the local bodies lies at the root of its policy. He said that certain reforms are also being introduced in these institution as well, which include adoption of modern accrual double entry system of accounting, introduction of e-governess etc. He said to make these institutions self sustaining levying of property tax with GIS Mapping and levy of user charges for the local body services are being introduced. Listing the achievements, Tara Chand said that anti polythene drive was successfully launched in the State, leading to blanket ban on its use. He said, similarly, eviction of encroachment along interior roads and colonies was also being taken up in a big way. Tara Chand said, reform measures have led to more revenue generation in the twin Municipalities of Jammu and Srinagar that accounted for over Rs 17.38 crore this year till last month against the last full year's revenue of Rs 11. 26 crore He said 1139 developmental and beautification works and 2077 dwelling units were completed in the two capital cities, besides installing 7671 street lights and 65 High Mast Lights at vital crossing in the two capital cities. About the achievements of the other urban local Bodies , the Deputy Chief Minister said that 1096 works , including lanes, drains, roads and other small works were completed at a cost of Rs 17.08 crore in 6 Municipal Councils and 77 Municipal Committees across the Stat. He said that 27 MLD sewerage plant (STP) at Bhagwati Nagar to the cost of Rs. 129.30 crore is near completion, similarly, one STP of 60 MLD capacity is under execution at Srinagar with a project cost of Rs. 132 crores besides the execution work on 8 town halls and 7 bus stands at a cost of Rs. 17.25 crore is also difference stages of construction across the State. Giving details about the implementation of flagship Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Tara Chand said that the work on 70 projects taken up under various components of the Mission was in full swing and out of sanctioned cost of Rs 1114.63 crore, Rs 330 .71 have been utilized so far. The Deputy Chief Minister said that the department has also registered commendable achievements in the implementation of Swarn Jyanti Shehri Rozgar Yojana (SJSRY). He said this year 540 educated un-employed youth were covered under the self employment component with the expenditure of Rs 49.07 lakh. He said under the yojana 1115 youth were imparted computer training, besides generating 86968 days wage employment in various urban areas. Under UEED, he said Rs 20 crore were spent on improvement of drainage across the State that includes, construction of 32183 mtrs drains, 4269 mtrs nallah walling, 2226 mtrs nallahslab and 2358 mtrs nallahbed. Asserting that unprecedented improvement has been registered in the conservation of famous lakes in the Srinagar city, he said that Rs 142 crore was utilized under the National Lakes Conservation Programme on Dal, Nageen and Anchar Lakes this year. Regarding Rehabilitation Plan for 11000 families of Dal dwellers, the development of the colony Rakh-e-Arth in the area spread over 7526 kanals is apace at a cost of Rs. 402 crores, the Deputy Chief Minister said that during the first phase, 700 plots have been completed rehabilitating 1299 families adding that the project is being completed before 2012. He further said that the Central Government has further agreed to sanction Rs. 356 crore for acquisition of structures with the Lake. About the achievements under the conservation plan, Tara Chand said that 24738 meters sewer lines have been laid as part of sewerage treatment works, remodeling of 21661 meters drains, installation of 4 intermediate pumping stations and completion of 3 sewer treatment plants. Later, the Members withdrew their cutmotions after satisfactory reply by the Minister and the House passed Grants of Housing and Urban Development to the tune of Rs. 67986.20 lakhs with voice vote.
