| PDP to boycott remaining session in LC | | |
EARLY TIMES REPORT JAMMU, Mar 30: Charging ruling National Conference (NC) with undermining the democratic institutions of the state, Peoples' Democratic Party (PDP) today decided to boycott rest of the budget session of the Legislative Council due to casual approach being adopted by the government in functioning of such institutions. PDP has already boycotted the remaining budget session of the Legislative Assembly due to the non serious attitude being adopted by the government in general and Chief Minister Omar Abdullah in particular. Today after beginning of the proceedings of the Legislative Council, PDP member Murtaza Khan announced that his party has decided to boycott rest of the session of the Upper House because Government has been brazenly violating rules and regulations to prevent the members from raising the issues of public importance. "We are not here just to listen to speeches of the ministers and ruling party members. Being member of the Upper House, we too have right to raise public issues", he said and pointed out that government has been adopting all illegal means to prevent us from raising issues. It is really a matter of concern that the government has been trying to erode authority of democratic institutions by adopting such undemocratic attitude. "It is nothing but a mockery of the democratic system that members of opposition are prevented from raising important issues in the legislature", he observed. Khan expressed surprise that the Council has been functioning without proper calendar. "Whenever government finds itself in a difficult situation due to listing of some questions of opposition members, it declares off day in the Upper House to avoid reply on that questions", he said and reminded that the government had blatantly violated business calendar on March 9 when his resolution was listed for tabling in the House but that day was declared off day without consulting the Business Advisory Committee.
"I have given 5 resolution but not even a single resolution has been tabled in the House for debate", he said and added that PDP members were never informed about the balloting notices. Casual approach of the government towards democratic institutions can be gauged from the fact that in the current budget session Chief Minister attended the House only twice. "Once he came to give reply on Governor's address and second time he attended the Upper House just for few minutes", Khan said. "The questions pertaining to the portfolios of the Chief Minister are answered by the Ministers who are not aware of the real facts", he said and reminded an important question related to the Power Department was listed on Monday but the reply was given by another Minister. "I fail to understand why Chief Minister is avoiding answering questions of the members", he asked and added that by his arrogant attitude Chief Minister Omar Abdullah is undermining authority of democratic institutions. What is the fun to attending proceedings of the House when Government is not taking it seriously", he asked, adding. "Most of the Minister who attended the proceedings always adopts casual approach towards questions raised by the members". Khan further mentioned that he has sought discussion on the recommendations of the working group headed by Justice Sagir Ahmed but his demand was rejected without out any logic. "I have moved a resolution for constitution of a Commission to inquire how much wealth has been accumulated by the politicians since 1975 but the same resolution is yet not listed in the proceeding of the House", he said.
